The Hague, June 29.—The debate on
the question of the exemption of pri
vate property at sea from sekurs, which
practically Is the first serious and
formal discussion, was principally val
uable as indicating the fact that the
t'nlted States will be supported by
practically the solid Central and South
Americas on questions of Importance.
While Mr. Choate's address In ravor
of the exemption of all private prop
erty except contraband from capture
Is regarded as one of the moat master
ly speeches which Is likely to be mode
for somo time before the congress,
there Is practically no chance for Its
adoption.
The statement of Count Nolldorff
makes It plain that Russia will oppose
the American proposition and It Is cer
tain also that when a vote la taken
It, France. Great Britain. Japan
and possibly Germany will oppose It.
Count Tomlelll, of taly, and Senor
Barbosa, of Brasil, mode strong
speeches la favor of the American
proposition, as also did Baron Mhcchlo,
of Austria.
