This was the only statement made by
OoVernor Smith Tuesday afternoon ut
12: to o'clock, following an extended
conference with Attorney Genera! Hart
and Hon. Boykin Wright, of Augusta.
The conference was held over the
back tax decision of the United States
supremo court. It has been a question
as to whether or not the language of
this decision made It necessary to se-
cure a legislative act to provide the
state with proper machinery for col-
lecting such taxes, or the fault oould
be correcteddn the courts.
The opinion has been thoroughly
dissected by Judge Hart nhd Ur.
Wright, but It Is probable that some
question has arisen requiring, further
consultation. i •
It was ascertained Tuesday morning
that while In Washington recently Gov
ernor Hmlth made arrangements to se.
t ure the missing Confederate rolls from
the war department practically with-
out cost to the state.
This will be accomplished on a reci
procity basis. The government la pub
lishing the records as rapidly as pos-
xlbte. Much valuable data Is missing,
and Governor Smith arranged for this
state to furnish this matter, while the
government will supply the missing
Confederate rolls for the service. This
clears up a vexed problem, and makes
possible the completion of the Con
federate rolls of the state.

FOR CITY CEMETERY
The annual report of the cemetery
committee of council has been com
pleted by Chairman Walter A. Taylor
and will be submitted to council at the
next meeting of that body. The report
points out that since council created a
cemetery commission the report of the
cemetery committee need not contain
so many details, but the creation of
this commission la heartily Indorsed. It
Is declared that several Joint meetings
of the two bodies have been held and
that theee meetings have been thor
oughly harmonious.
The Improvements now being made
at Oakland are pointed out as' a sam
ple of the work the new contnlsslon
will do. The committee urges the
finance committee to be as liberal as
possible with the commission and saya
the money will be profltably expended.
The report say* the committee has
been advised that the cemetery com
mission has quits a number of lots for
sals, owing to a resurvey of the land,
and It la pointed out that the money
derived from the sale of these will off
set considerably the money apportioned
the commission by the finance commit,
tee.

BATTLESHIP IS LAID.
Quincy, Mass., Dec. 17.—Coincident
with the departure of the Atlantic fleet
for the Paciflc there was laid In the
Fore river Bhlp yard yesterday the keel
plans of the battleship North Dakota,
30,000 tons, nearly 2.000 tons heavier
than the famous Dreadnaught, of tha
British navy, and 25 per cent more ef
fective In gun Are than the latter.
