As minority senator Ife has the appointment of a clerk and a laborer. He made one daughter the clerk and another daughter the la borer. The duties of a laborer are not clearly set, but whatever they are, Davis has no doubt of his daughter's ability to draw the salary. A bill will be Introduced In congress which will give the state national guard organiza tions full equipment from the government from both the ordnauce and quartermasters' departments. This moons that all the arms, uniforms and full equipment for ench man will tie supplied by the government Just as for the regular army. Full equipment for each enlisted man Is worth nliout P>3. These amounts will not be deducted from the allot ments of money now given the states. Length of Servico. Another radical change will be asked for In relation to the term of service under a call of the president. Under the Dick bill state military organizations are called into service for nine months only. At the ex plrntlon of that time the whole regiment oes out, and If the officer* and men cod- ..no* In service they must eullat lu the volunteer army, and trust to assignments. It Is held that tbla would, under a war call, practically destroy the state organisations. It Is proposed to so amend this part of qulred. It Is also proposed to make It ob- resilient In the event of .j# regular army, next the national guard, then the volunteers. It Is also planned to so arrange that every national guard organization may get the annual benefit of encampments of maneu vers. either national or state, the govern ment to pay the expense of the same. A $5,000,000 Fund. Tlio Increase in the appropriation from £2,000,000 to $S,0Q0,p00 is wanted to accomplish this. Also, to pay the men for twenty-four drills of an hour and n half each per year. IMPORTANT DECISION OF JUDGE NEWMAN A decision of importance to foreign litigants in the United States court was handed down Tuesday morning by Judge Newman in the case of the Procter Coal Company of Kentucky against the United States Fidelity and Guaranty Company of Maryland. It was to the effect that the right to re mand a case to a state court could b$ waived and that the complainant* in the case had done this by entering a demurrer and by pleading the case on Its merits. After argument in the case had been heard, the complainants sought to question the Jurisdiction of the federal court and wanted the case remanded to the state court in Ken tucky, where they had originally filed their bill and from which It was taken by the defendants to the United State* court. The case followed the lines of the decision In the United State* court. The case followed the lines of the decision in the noted Wlsner case of the circuit court, handed down some time ago.
