ISSUES AFINAL CARD
‘Little Joe” Takes a Parthian
Shot at His Opponents in the
Gubernatorial Race.
As a last word to the voters of Geor
gia before the gubernatorial primary
election of next Thursday, ex-Govornor
Joseph M. Brown has written a cord in
which he attacks, first. Judge R. B.
Bussell for remaining on the court of
appeals while running for governor:
next, Pope Brown and Judge Russell
for taking up the prohibition question
as an Issue In this campaign: third,
the state executive committee for de
clining to submit this question to a
direct voto of the people, as he (Gov
ernor Brown) asked, for falling to pro
vide funds for meeting tho primary ex
penses and for falling to submit the
■■uestlon of Democratic presidential
preference to the people, and ‘Winding
un with an appeal to his supporters to
turn out and vote and work In the
primary. The card follows:
To ths People of Georgia:
The campaign just closing has been
characterized by some astonishing de
velopments. In it, for the first time in
many years, we have seen tbs Inherent
right of free speech curbed. We have
seen attorneys—even o(fleets of the
Ceorgla Bar association—-ofmld to ex
press their views on vital Issues be
cause they differ with a candldate-for-
governor fudge, who has the Judicial
liowcr to mold the decision of a high
court against them If they cross his
political path. We have seen clients
with cases of excessive importance
which are Jeopardized If they advocate
any candidate opposing that judge.
We have seen two candidates for gov
ernor attempting to drag Into the cam
paign for their persona! advancement
a question which can bo settled only
by the legislature acting In obedience
to the mandate of the people at the bal
lot box. And, defending their attempt
at usurpation of functions reserved by
the people for themselves or fixed for
others, we have seen these two candi
dates and their advocates declaring that
the white voters should not be allowed
to cast their ballots Upon the Issue they
would raise save as It might be em
bodied In their Joint candidacy or per
sonality.
Ssy People Cannot Govern Themselves.
They declare, in effect, that the sov
ereign power must subordinate Itself
to their Interests: that the sovereign
must be ruled by Its creatures, and In
labored and at times frenzied rhetoric
boldly proclaim that corruption will
taint the decision of the people If they
be allowed to arrive at once. In other
words, they strenuously' contend that
tile people of Georgia are Incapacitated
to govern thcmselvea and express their
determination to be guardians for them.
My candidacy Is a call to the sover
eign people to assert their power and
to prove to their office holders that they
are but creatures of the public will;
that they are executives, not rulers.
There is but one rulership, that Is the
people. /
Voters Who Can Not Vote.
There Is another unprecedented con
dition Impending, viz: tho practical i
certainty that many ballot boxes In tho
■ oumry precincts will not be opened
In the primary for tho voters. Tba
same shite executive committee which
failed to. permit the white voters of
Georgia to settle the prohibition ques
tion hat laid down on Its duties and
failed (o provide ways whereby tho
lepsfcf will ran he fully voiced. Thero
has never before been V.uch a failure.
The ballot box should not be cosed
against a single voter.
That sahie executive committee has
