Vreeland Report Shows That
Probably a Mine Caused
Magazine to Blow Up.
Washington, Deo. 9.—The report of
the Vreeland board, which Investigated
the cause of the destruction of the
Maine In Havana harbor, showa that
the Maine waa destroyed by an external
explosion.
Secretary Meyer yeeterday afternoon
gave out the following statement, based
on the Vreeland report:
‘The board finds that the Injuries to
the bottom of the Maine were caused by
the explosion of a charge of low form
of explosive exterior to the ship, be
tween frames 3* and II, stroke D, port
side.
"This resulted In Igniting and ex
ploding the contenta of the six-inch re.
serve magazine, A-14-M, sold contents
Including a large quantity of black
powder. The more or less complete ex
plosion of the contents of the remain
ing forward magaxine followed. The
magazine explosion resulted In the de
struction of the vessel."
Two models of the wreck as It now
exists have been brought to Washing
ton by the Vreeland board and are now

fifths of the prohibition votes and about
two-nfths of the whisky votes: that Pope
Brown got about three-fifths of the pro
hibition votes, and that Dick Russell got
about three-fifths of the whisky votes.

out the following statement this morn
ing,'pleading for the protection of the

To the People of Georgia:
The proposition now pending before
the railroad commission In behalf of the
Georgia Railway and Power Company,
asking the commission to validate 330,-
000,000 of bonds . and 327,000,000 of
stock, la as Iniquitous a scheme as has
ever been proposed In any American
state.
l It Is a merger of a lot of water power
companies In north Georgia with one In
South Carolina. It hns secured a char
ter from the state of Georgia which Is
to run 101' years. It has made a‘ lease
of the Georgia Railway and Electric
Company's properties. In return for
which they guarantee Interest on the
bonds, 8 per cent dividend on the stock
and to give to that company a large
Stock bonus.
“Watered 8toek” Charged.
This makes the Georgia Railway and
Electric Company In effect a part of the
merger and raises the total capitali
zation to 377.000,000, 340,000,000 In bonds
and 337,000,000 In stock. Twenty-seven
millions of this stock has at the present
moment no sort of value- The moment
the railroad commission validates that
stock It will have value, and In a few
years the effect of that .h- Man wi.iil.l
carry that 337,000,000 of water above
par, Just ns our folly In the patft has
resulted In putting the stock of the
Georgia Railway and Electric Com
pany above par. Tho 330.000,000 of
bonds are underwritten at 85 cents, or
325,600,000 total. This means four nnd
a half millions of bonus to the financial
underwriters, which added to the 327,-
000,000 of stock makes 331,500,000,
which does not represent 5 cents of
Investment.
Will Hold Us In Grip.
It Is not well for one to make rash
assertions, nnd In this statement none
will be made, but It Is a perfectly good
guess that ths 325,500,000 produced by
the sale of the bonds will far more than
cover all the lnveatment, either hereto
fore made or hereafter to be made. The
shrewd gentlemen who are manipulat
ing this monopolistic schemp can cer
tainly not be accused of being In busi
ness for their health. The result of
this game would bo to put In power In
north Georgia a monopoly which would
control our rates for power, control our
trolley lines, both urban and lntorurban,
control our eleptrlc lighting systems,
control our gas plants and eventually
control our waterworks. They will hold
our waterworks In the hollow of their
hands when they get these dams com
pleted between Atlanta and Gainesville,
nnd can so harass even the people of
Atlanta that they would be compelled to
let them take the waterworks at their
own price In order to keep themkelvM
from periodical water famines. They
pooh-pooh this Idea, but the experi
ence of the post Is as, Patrick Henry
said: "The only lamp by which we
may guldo our feet ” And the expe
rience of the past 40 years In the Unit
ed States has shown conclusively that
no monopoly grants any quarter.
This charter has one hundred years
to run. The net cost to the people of
Atlanta and north Georgia (and that
means mostly Atlanta) will be 3499,-
000,000 to pay Interest and dividends
on, to say nothing of compounding the
money.
Why Qlvs Away Birthright?
Pittsburg Is in the midst of a coal
and oil Held; Memphis Is on a great
navigable river. No Just man would
want to deprive these cities of the nat
ural advantages which accrue to them
from their favored positions. Atlanta
has an unrivaled climate, and coupled

Secretary Meyer announced that
there might be a further statement on
the report of the board after It had
been considered by the president. One
member of the board was of the opin
ion that thb report never would be
published In full, but would be kept
In the confidential archives of the navy
department.

of the whole community profiting by
this favored position, a few men would
reap tho profit. (
Already privileged monopolies have
produced by their greed a condition of
business chaos in our country. Already
the whole power of the Federal govern
ment under a Republican president It
being exerted to remedy this cqndltlon,
and the Federal government ■ with all
Its mighty power finds its arm too
short. Why should ws consent to put
Into effect here In the Democratic Em
pire State of the South a system now
thoroughly discredited In the North?
Why should wo consent to create a
Frankenstein to devour us? The prop
osition hns in it neither sense nor Jus
tice nor good business for the people.
There Is no crying need for this mer
ger. If matters are left as they are
now, the development will come as
rapidly as the resources of tho country
will Justify. Indeed, It need not be
feared that the development will come
oven more rapidly than resources will
Justify, but fro m separate organfza'
tlons, none of which will be powerful
enough to dictate terms to the commu
nity.
v Dangerous Corporation,
The argument is offered by, these
shrewd schemers that these separate
companies which they propose to merge
have a capitalization equal to the now
capitalization proposed. That Is a
shrewd argument, but la besldo tho
question. Everybody knows that ten
35.009,090 companies would not be one-
tenth as dangerous as one 350,000.000
company. Everybody knows that the
320,000,000 corporation now existing In
Atlanta Is a dominant and compelling
force and multitudes of people stand In
awe of It. Multiply this four times
and make It a 377,000,000 corporation,
and what chance would any community
In north Georgia stand against auyh an
octopus?
If the foregoing statement of fact
does not arouse a storm of Indignation
In Georgia, It will prove that our people
have lost spirit and courage and wis
dom, and deserve only to be ruled by
an oligarchy of monopolists who will

Adair, Then and Now,
In this connection, 4t would be inter
esting to those who read this to turn
back to the papers a few months ago
nnd read a letter of Forrest Adair call
ing attention to the Importance of this
development, and to the further state
ment In that letter that ho was not
then Interested In any of these pow
ers, and never expected to me. Now,
Mr. Adair appears as an officer and
director of the company and one of Its
most active promoters.
A further matter of Interest In this
connection Is that in the session of 1909
an act was rushed thru the legislature

court test, but It Is on the statute books
