New York, Dec. 2$.—Despite the P««
sfmistlc condition prevailing; in the textile
industry in England, the cotton market
her* opened steady today and first prices
were only 1 to 4 pointi lower. After the
call the market rallied and prices gained
several points. a ,
Futures and apot were both qulft In
Liverpool. ■
In the afternoon December developed
slight, weakness and declined to 9.10,
against 9.22 at the close Wednesday, the
later positions followed, being quoted mi-
ebanged to 2 points lower, except for Oc
tober, which was 1 point up ut 2 o'clock.
At the close December showed a Joss of
SI points, final prices being at the ses
sion’s lowest. The later positions were 2
to 6 points lower than Wednesday s final
quotations.

with futures about 4 points lower than
due; spots 2 points higher: sales, 4,000
bales. Tomorrow's week*' statistics will
be apparently bullish. The movement Is

small holiday shipments, while mill tak
ings will be large owing to heavy for
wardings via the Pacific coast, and its
being too early to feel the disturbing ef
fect of the Lancashire lockout.
We compare with 279,000 takings for
the week last year and 268.000 In 1908.

& Co.: The selling at the close Wednes
day was principally by room traders and
has no significance. Believe the trend
is higher, and on all recessions would buy
stocks like Lehigh Valley, Reading an*J
Steel. Think there are great possibili
ties in National Lead, as a higner divi
dend next year is almost certain.
New York Financial Bureau: Profes
sionals are attacking the market because
of failure of the large Interests to become
more aggressive on the long side. Sup
port may be met, however. The daily
operator should maintain the trading po
sition. Information channels from high
circles are passive. Professionals are
bearish.
Dow-Jones Co.: Bank of England rate
unchanged. Big union station proposed
for New York city. Persian situation
growing acute, with Russia preparing to*
take drastic measures to end disorders.
Mongolia to proclaim independence today,
and with Turkestan will probably become
a Russian protectorate. Rock Island to
build $10,000,000 bridge across Mississippi
at Memphis. Thompson plan to loan $60,-
000.000 to cotton growers in connection
with reduction in acreage abandoned.
Twelve industrials declined .24; twenty

New York Globe; Directors of the Steel
corporation held their last meeting of the
year Tuesday. The meeting looked for
ward to with Interest Is to bo held next
month. At this meeting the amount to
be paid In dividends to common stock
holders will probably be determined, and
unless some unforeseen development oc
curs it is altogether likely that tho 5 per
cent rate will be maintained. Not long
ago Wall Street was full of dividend re
ductions. and Steel common was men
tioned particularly. But conditions aave
changed sinco then—-changed for the bet
ter. When reports of lower dividends on
Steel common were circulated the net
earnings of the corporation for the last
J iuarter of the year were estimated at
rom $18,000,000 to $20,000,000. not over
$21,000,000. That quarter ends with this
week, and estimates, altho seemingly
high, place $25,000,000 to the credit of the
trust’s net. This means that between
$107,000,000 and $108,000,000 In net was re
vealed for the full year. To take care of
all charges. Including 5 per cent, on the
common, $100,000.000 Is required. Conse
quently the surplus applicable to new
construction for the next twelve months

was largely reduced by the end of the

that thrre hae been decline enough for
the present: that the market has been
oversold. The bulls assert that the gov
ernment figures on the <*!* acreage are

Atlanta, Dee. 2*.—Tho storm yesterday
central In the upper St. Lawrence valley
has moved rapidly to Nova Scotia, accom*
panted by torn, precipitation In tbo lower
lakes, middle and New England atatea and
high wind* throughout that section.
Clearing weather has spread over the
entire country east of’tho Rocky mount
ains, and the cold wave has reached the
gulf and north Atlantic coast*. The tem
peratures ranged this morning from near
freezing on the coast to 36 degree* *t At
lanta, 20 degrees at Louisville, 6 at Chi
cago to 11 below aero at Duluth and 20
below at Swift Current.
The storm on the north Pacific coast has
bean forced southward over the middle
plateau region, and le accompanied by
cloudy weather along the entire Pacific
coast with rain from 8an Francisco north
ward and enow In Montana and eastern
Washington.
