SEABOARD. Mayor Woodward, In a letter which will be read before council Monday afternoon, stales on the authority of tht <lty'electrician that a surprisingly large number of conduits will be asked fpr by th* Atlanta Telephone Company, and that these cqndulta will seriously .Interfere with the connections of the sewerage system. The communication follows: "To Ihe General Council of the City of Atlanta. "Gentlemen: You will recall the fact that some time ego your honorable body granted to the Southern Light and Power Company, provided they are Incorporated under the laws of Geor gia—and In cbm of failure to do so the same powers were granted to the North Georgia Electric Company—the right to eatabllah an electric light plant for the R urpone of furnishing heat, power and ght, and for these purposes were granted the further rights of laying conduit* and erecting poles for the distribution of such current, and the said company wan given the right to use by lease the conduits of the Atlanta Telephone Company. "It has come to my knowledge that the nald Southern Light and Power Company haa made ho effort to get a permit for any kind of constructions, cither "by underground or poles, but all Ihe permit* that have been asked for have been In the name of Ihe Atlanta Telephone Company, and It waa gen erally understood In the discussions when that matter wa* up before the committees that the Atlanta Telephone Company had a perpetual charter. Th* Atlanta Telephone Company la asking for a permit on some streets for eigh teen conduits, on another for twenty- fdur conduits and on another as high as thirty conduit*. It appears to me that this la an unusually large amount of conduits lo put on any one' street, aa It would accommodate '12,00* tele phones,. warn 'waK these conduits are-being laid In the streets practically build* a wall nearby seven feet high, and this being placed underground would **- rlounly Interfere with the connection of houses to the sewer*, besides other service pipes. "1 brlrlly submit this to your honor able body and nugrest that the matter he referted to the committee on electric lights, telephones and telegraphs and tha board of electrical control for thor ough Investigation, and further aui that no permit be granted the At Telephone Company for.any further work In this line until the matter la Itnally settled. I would further sug gest that no permits be granted to any rompany now using the public high ways ror public utility purposes, or which may hereafter apply for same, unless they secure Georgia charter* and come under the jurisdiction of lbs stats courts.? ■ BALLADeToF THE SOCIAL PARIAH. It Is Imperatively necessary In Ihe Interest of health and of decen cy that they nhould be radically changed. Under the existing law It Is wholly Impossible to secure satisfac tory results." By Private Leased Wire. Washington, June 4.—Disclosures to horrifying ts to be almost beyond be lief are made In the special report on the Chicago packing houses prepared by Charles P. Neill, commissioner of labor, and James B. Reynolds, of New York, nnd submitted to congress today by President Roosevelt. - • In his message accompanying the report the president characterise* con ditions found by the two Investigators as "revolting," and urges Immediate and drastic legislation "In the Interests of health and decency." Recommends Beveridge Bill, - He not only recommends the passage of the so-called Beveridge amendment to the agricultural appropriation biff, but threatens to destroy the foreign business of the peckers should congress fall to provide for Federal Inspection of meats at all stages of preparation. In the event of such failure the pres ident says he will be compelled to order that Inspection labels nnd certificate* on canned products shall not be used hereafter. Without these labels the products will bo excluded from Euro pean markets. Is Not Nie* Reading. Tbs Nelll-Reynolde report le not nice reading. It la a story of filth and pollu tion. Some of the statements are ac tually etckenlng. The packers arc charged with dle- playlng abeolute disregard, not only of he accepted rules of sanitation nnd cleanliness, but also those of common decency. In describing dirty .conditions In the meat handling rooms and the disgust ing practices of the employees, th* t*o Investigators have been compelled to use plain language. They tell only what they actually saw during their two and a half weak*' visit In Packing- town. Numerous affidavits were presented to them, 'most of which were rejected, LOST THEIR LIVES BY POISONOUS MEAT Sensational Declara tion Made By Gen. • Miles. I • ■ J By Private I .eased Wire. , Kan.a. City. Mo.. June 4.—"I believe that 3,000 United State, soldiers Inst their live,, because of adulterated. Im pure. poisonous meat." said General Miles, commnnder-ln-chlef nf the army during the war with Spuln, today. -There Is no nay of estimating ths number of soldiers whose health was ruined b.v eating Impure food. "The disclosure* about the parkin* house products now being exposed are no news to me. I knew It years ago I told wbat I knew then. Had the mat- ter been taken up at that tithe thou sands of lives would have been spared. "I have a barrel of testimony on th* subject In the way of affidavits that I collected when I made my Investiga tions several years ago. The Investi gation closed and refused to hear ;.ana witnesses whom I had ready. At that time I could have secured the testimony of 10,000 men that (he canned be*f mid to the army was Im-ure, adulterated and unwholesome. "In my Investigation of embalmed beef during the Spanish-Amertcan war I found poisons were uaed to preserve meat. • “I turned the report* over to the ssr department and a whitewashing In vestigation was Instituted and success fully carried out. The report was that a colossal error had been made. As a matter of fact, It was a colossal fraud, and the persons that perpetrated It and were Interested In It should have been sent to the penitentiary.” os being beyond th* possibility of vert- flAtlon In the limited time at their disposal. Inquiry Stilt in Progress. Attention Is called by both the presi dent nnd the Investigators that th* present report Ir only preliminary, and that, certain serious charges, especially those in connection with the alleged Improper use of chemicals and dye* In "doctoring" meats that otherwise would have to be discarded, are still Ihe sub ject of Inquiry. However, the report submitted today more than sustains the most serious allegations that have been made by Independent Investigators respecting the lack of sanitation nnd cleanliness, and shown graphically that the present system of government Inspection Is en tirely Inadequate to prevent germ- laden meat products being thrown gen erally on Ihe market at home a* well ns abroad. ' Conditions are Described, Prefacing their report with the re mark that they have restricted their statements to "those practices and con ditions which we found most common, and not confined to a single house or class of honres." the Investigator* proceed first to describe the condition* of the yards. They say that the pare ments are mostly of brick, laid with deep grooves between them which In evitably nil up with manure and re fuse. “Such pavements," they declare, "esn not be properly cleaned, and Is slimy and malodorous with wet, yielding clouts of Ill-smelling dust when dry.
