Accord ing to the contention of the state, this company Is liable for tax assemment for the yeara mentioned at not less than $10,060,000 per annum, no part of which ha* been assessed tor the period covered. Under the Tennessee laws the method of arriving at the value of the prop- | erty of quasi public corporations Is (i»v obtaining the market value of stock and bonds. The aggregate value there- ] of, less the amount assessed upon the realty and tangible personalty, Is the lvalue which should be assessed for tax ation. It Is claimed by the state that since 1994 the average assessment upon the Intangible property of the corpor ation has not been over $27,000 per annum, whereas the company, prior to January 1. had a capitalisation of over $22,000,000 and. outstanding bonds of more than $16,000,000.
