I, considered by the senate finance
committee a much itronger and more
effective act for equalising the tax bur-
d 's#nator Candler’s eubetltute provides
that In addition to the state board of
three assessors eaoh county shell have
a county board of assessors. Th* coun
ty hoard will pass on the county re-
tuma while the state board will pass
on the state returns.
In the event of differences with any
hoard, and objection as to any aa-
■essment made by them, the person or
concern Interested may appeal to the
itate board. And their decision Will
he final. Members of the county boards

Important as aquallsatlon of the tax
burden, and I feel assured that my
substitute makes It more nearly of
achievement than ths Hall bill.
"The average man does not object
strenuously to ths tax rate as he
doss to the Inequality of the tu bur
den. When we know that everybody la
bearing the burden of taxea alike, and
no person or corporation la escaping a
just share of responsibility, then our
resentment passes. I am satlifled that
with both county and atata board* of
tsi assessor* the equalisation will be
mors nearly accomplished than by any
method I have cognisance of.
It ls very probable that the senate
sill pv>s the Candler substitute.

Modestly at first, for the mine was a new property and we were not sure of the quality of the coal. Our enthu
siasm was tinged with uncertainty. The first month’s tests made us confident and since then we have persistently
said to Atlantans
BANNER JELLICO IS $4.50 A TON
It jumped into popular favor at once. The orders came. More than we had hoped for, more than we had pre
pared to handle. At first we were gratified, then’ worried, now we are alarmed. We cannot comfortably deliver this
summer all of our orders if they beep piling' up. Already we are far behind. We are forced to sound a tiote of
warning. WE WILL NOT RECEIVE MANY MORE ORDERS FOR BANNER JELLICO AT
THE PRICE PER TON $4.50.
