I TIIE ATLANTA GEOKOIAN. MONDAY, JT.LT 9, 1909. GUILTY OP GRAFT, JOE HILLNALL HINTS Hall Fights Black burn Patrol Bill. BIBB MAN SAYS POOR NIOOERS ARE PERSECUTED Live Session of House Monday. Hall Says Police Are Paid So Much a Head for Negroes. Outside of the sensational Flatulent Incident In the houae Monday morning, and the attack of Joe Hill Hall on the county court officials of the atate, there **« little done at the morning aeaalon of the lower branch of the general aa- eentbly. Argument on' Blackburn's county patrol bill was begun but un Inlahed. The houae met at It) o'clock, with thr uaual prayer, roll call and reading •f the Journal. Mr. Covington, of Colquitt, aa vice chairman of the committee on temper- anc*. reported favorably a bill by Mr. Dui ker, of Clarke, to abolish the dis pensary at Athena. 'in a Joint resolution by Meaara. An- dt t on and Htovall, of Chatham, Thurs day evening. July 12, was set aa the time for the general assembly to be addressed by Hon. Walter G. Charl- tnn. of ftavannah. The house resolved Itself Into a com- mlitee ,.f the whole to consider the bill by Mr. Blackburn, of Fulton, to estab lish county patrols by the county grand Juries. Mr. Nolan, of Henry, took the chair. Pokes Fun at Bill. An amendment to the Blackburn bill, Introduced by Mr. Rainey, of Schley, nested quite a laugh when read before the house. It was as follows: . "Amend by adding, that each of sold pa 11 nis be provided with four galling suns and alx blood hounda." Mr. Blackburn, of Fulton, and Mr. Porter, of Floyd, spoke In favor of tha bill. •Mr. Knight, of Berrien, oppoaed the bill In a apeech. Joe Hill Hall Takes Floor. Mr. Hall, of Bibb, oppoaed the bill on the ground that It contained much mischief. He roundly scored county I court offlclala for prosecuting poor •niggers'' for shooting ''craps" for a peony. Strong hlnta at grans among " unity court offlclala wera made by wholesale by Mr. Hall. He continued: '• 'Twould make an Irrasponilble county police. The nlggera who are pulled up fn eourta are not the mean ti nvrling nlggera. They ain't got nuth- ln'. The criminal lawa are enforced to make money for court offlclala. I believe that theae court offlclala ahould he put on a salary. I have long op posed this, but the abuse of the pres ent system has led me to this view. I am oppoaed to discrimination In en forcing laws. "I understand In some counties pollpe • re paid so much a head for the nlggar gsiuM-rs they bring In. “1 understand In the supreme court the other day that here In Fulton coun ty out here at Armour’s plant, aoma niggers wars In a houae talking one Saturday night, when a hobo nlggar ramc in and started a game. He loft and the county police appeared and the nlageis were arrested and while they wet, bring brought to town the nobo, w ho had come back, eacaped hnd theaa nlggera wera lined 150 and ITS when trie,:. Political Bailiffs. "This blit provides for the constables to bs sort of eg-nfflelo captains, doesn't It? My Ood! The worat thing In the world Is a political bailiff. (Laugh- ' ter. i "This bill gives a lot of Irresponsible fellows authority to ralss hell In tha country. (Laughter, i "Y ui paaa this bill and in twenty ' foui hours every officer In the county i, ouria would have a contract with thr-o patrols." Mr. Hall was asked several questions In regard to Macon. ”1 live In Macon, but I am not re, sponsible for It." • Have all the nlggera left Macon?" asked Mr. Anderson, of Chatham. "All the good 'une, but we have police orfl, ers who are responsible and would not Ilka this patrol, running out tha niggers. "You pass thla bill and aa aoon aa all tha niggers are run away these patrols will atari on the poor white ( ■Iks and "Run, nigger, run. or the pat- r 'I'll catch you' will be sung In Georgia ng.iln. The patrola will have theaa poor .'oil,- running all over tbe fields.'' Mr. Longley, of Troup, differed from Mr. Hall. He said In part: "My Mend from Bibb la a prophet of evil. He la In favor of protecting the rural districts, he says, but oppoaed to grand Juries appointing, whet he says, would be Irresponsible parties, who would drlva the nlggera away. ' "I believe the grand Juries of tha ■lain are mads up from tha beet men In tho atate, ana they do conaclon- i: us work. I would have Introduced Juat such a bill aa thla had not my friend from Fulton done so. I trust this committee will report this bill fa vorably to the house." Mr. Mann to the Defense. Mr. Mann, of Catoosa, answered Mr. Hall, whose argumenta he said, smack ed too much of crap shooting niggers. He defended the grand Juries from the attack made by the gentleman from H.bb. He said: "This bill did not originate with the g, ntltroan from Bibb, It Is trua but g.'od can come from other sources. "The gentleman from Bibb damns tiie constables. I don't believe these constables are ell dishonest." Mr. Felder, of Bibb, differed from Mr. Hall, whom ha answtred In a Itrong apeech for Mr. Blackburn's bill. The burden of his argument was that the bill would tend to put down crime in the country, and force all "nlggera" to go to work. At 12:40 o'clock tbe committee of the whole reported progress to the bouse .gad asked leave to ffit again. l ien came tha sensational Flanders Incident and adjournment. New Bills. • >n the call of the roll of counties f n new bualneaa the following Dills sad resolutions were Introduced and by Reading Clark MeClatchey: By Mr.'Anderson of Chatham: To rearrange tha several senatorial dls- Jowa Officials Resign By Wholesale Because Deprived of Railroad Passes By Private Leased Wire. , Des Moines.
