serve drinks with meals. The only
explanation given of the sudden police
reform movement waa that restaurant
men below Forty-second street who
are In the Tenderloin precinct were
compelled to shut down some time ago
and they sent up a protest because
other places In town were permitted
to remain open and sell drinks with
meals.

The Cummins people or "progres-
nlves," In accordance with their pre
arranged plan, declined to admit the
jurisdiction of the committee or Its
power to make up a temporary roll
call. The representatives of the antl-
Cummlna people dumped In several
bushels of credentials, affidavits and
briefs In support of their contests.
The Cummins people declared that
there were Just three legitimate, con
tests, Involving Jasper, Jefferson and
Wapello counties. Involving 60 dele
gates, and Governor Cummins served
notice that If other of what he called
the fake contents were taken up, hta
people would <accept It as evidence of
intent to rob him, and would adopt
such means as to them seemed fitting
to preserve their Interests.
This means war for possession of
the convention hall and a double-head
ed convention.
