At a meeting of tho senate agricultu
ral committee held Monday afternoon
the Wheatley substitute for the Boykin
anti-bucket shop bill was recommended
by a vote df 7 to 5.
Senator Wheatley's substitute is in
the main similar to Mr. Anderson's
substitute defented in tho housb. In
ndvocating this substitute before the
senate committee several days ago, Mr.
Anderson stated that it was a much
stronger and better bill than the one
offered by himself.
It draws the distinction clearly be
tween the legitimate exchanges and
bucket shops. This is tho Wheatley
bill in full:
A Bill, To be entitled an act to define
anil prohibit bucket shops and bucket
shopping within this state, and to pro
vide penalties therefor; to prescribe
what shall constitute prime, facie c '-
donee Of guilt; to provide that .
books, papers and accounts of any
such concerns or versons charged with
violation of this act shall bo cgmpctent
evidence In “prosecutions under this
act; to compel all persona to testify
concerning their own or others' nets
and dealings and connections there
with; to provide exemption nnd Immu
nity to such witnesses from any In
dictment or prosecution for any of the
acts or doings so disclosed by him as
witness; and for other purposes.

of any cotton, grain, provisions or
other commodity, or of any stocks,
bonds or other securities, when such
contracts, agreements or transactions
are not made for a legitimate business
purpose; nr when both parties there
to, or said owner, manager or operator
contemplate «>r intend that such con
tracts, agreements or transactions shall
not involve an actual delivery <>f such
articles, commodities, stocks or secur
ities, but shall be closed, adjusted‘or
settled upon the basis of published
quotations or irarket prices made upon
any exchange *»r board of trade, when
the published quotations of such mar
ket prices shall reach a certain deslg
nated figure or price; or when the said
owner, manager or operator, or one of
them, if more than one, Is not an actual
member of, or agent, representative
correspondent of an actual membei
