WATER CAPACITY OF CITY'S WORKS • IS BADLY T Manager Park Woodward Says Conditions Need Attention. ; Everything will be do/,* by Manager Park Woodward, of the waterworks, to give clear water to Atlanta for th* remaining week* of the summer, de spite the adverse conditions now pre vailing. Manager Woodward raid Friday: "It may be possible to give the peo ple clear water for the remainder of th* summer, but unless there Is a new co agulating basin by next summer. It will be out of the question, that Is If the Increase In the number of gallons of water used continues aa It haa been do ing." The exclusive article atatlng the con dition of the waterworks and the dir* need for larger machinery, which ap peared in Thursday’* Georgian, haa caused widespread comment. A num ber of citizens have called at the waterworks office during the morning to read the report made by Manager Woodward to the board of water com missioners. The portion ofthe report touching upon the vital points brought out In Thursday's Georgian la below printed. Relative to the large Increaae bf ai- lum used during July, there haa also been much comment. Manager Wood, ward stated Friday that although over a grain waa used to the gallon, that there waa not a trace of the slum In the water after It had passed through the eight feet of sand In the Altera. Woodward’s Report. The portion of the report which Is of special Interest to those connected with fire insurance companies, as wall as all property owners, reads as fol low*: “On the morning of July >0 I wee requested by the engineer of the South- eaetem Tariff Association to allow them to teat the fire service in the new Candler building. To make thla test It was necessary to put on pres sure for fire service. At 9:46 a. m. on the morning of July 20 I ’phoned Mr. Collier, engineer In charge of No. 2 station, to put the pressure up to 150 pounds for fire feet. We were then running two pumps, Noe. 1 and I (10 and 15,000.000 gallon pump*), and had five boilers In service. "In attempting to get this pressure the speed of both pumps wee Increas ed to speed limit, and aa a result the steam pressure wa* reduced from 100 pounds to 90 pounds. We had two IWe- men on duty In boiler room, and It was 10 minutes before they could get eteam pressure to 951 pounds, no aa to enoble us to give the 150 pounds pressure. Couldn't Get Pressure. "During the two hours and fifteen minutes we carried thi* pressure the firemen were unable to get a steam pressure above 95 pounds;' we should have had 100 pounds. The two pumps were using steam faster than five boil ers would generate It, do we Could not get the 100, pounds required. "We did not carry the water pressure at 160 pounds all the time, as we could not without running the third pump. This we could not do as the five boil ers were not generating-enough steam for the two pumps, much less the third, and It would have taken at least 11-2 hours to get steam pressure on two more botlere to run the three pumps. "This test proves that during the day It wilt take all three pump# and seven HkB to carry 110 pounds firs pres sure. We cannot use seven all the time, aa we have only nine boilers all told. The boilers tn service havelto be cleaned and washed out every thirty days. ■ "We haven't enough boilers to keep seven In service and make thla change. In case of a fire alarm during the day that would require 150 pounds water procure, we could not give this pres sure, without a delay of 11-1 hours, as It would take all this time to gat steam pressure on tq-o n)>re bolters. This delay would be very dangerous In cos* of a large fire. "During this teat we had to use ev ery filter In the filter house, and then could not keep the clear water baaln full. If the teat had continued >0 minutes longer we would have had to turn the water from the reservoir Into the clear water baaln to keep th* pumps from losing suction. "This Is the condition the plant la In. and 1 merely call your attentln- to It. to relieve the department from criti cism should wo fall to give fire pres sure of 150 pounds when needed for a big fire. Coagulating Basin. '1 wish again to call your attention to the conditions we will have to face at Hemphill pumping nation. Our co agulating basin la too small, and wa find It a very hard matter to filter the water properly qow In ite present mud dy condition. "We are pumping so much water that tt causes the water to flow through the coagulating basin so rapidly that th* mud has not time to settle, which throws th* hardest part of the work on th* filters. As we have only 7,004,090 gallons filter capacity, and are now lumping at ths rate of 14,000,000 ga!- ons during the day. we have to force the water through the filters too fast to filter It properly. During last sum mer w# pumped the water out of the clear water basin ao fast that It was s very hard matter to keep the suction pipes of th* pump* covered. Th* wa ter ts so muddy tn the reservoir that we find It difficult to filter It fast enough to supply the demand In th* city, and It may become necessary before the summer I* over fo pump muddy water direct from th* reservoir.
