Woodward’s Report. The portion of the report which Is of special Interest to thoae connected with fire Insurance companies, aa well aa all property owners, reads aa fol lows: "On tha morning of July 20 I was • of the South- requested by the engineer < eastern Tariff Association to allow them to test the fire service- In the new t.'andler building. To make this test It waa necessary to put on pres sure for fire service. At 6:45 a. m. on the morning of July 20 l 'phoned Mr. Collier, engineer In charge of No. 3 station, to put the pressure up tn no pounds for firs test. We were then running two pump*. No*. 1 and 3 (10 and 15.000,000 gallon pumps), and had five boilers In service. in attempting to get this pressure the speed of both pumps was Increas ed to speed ltmft, and as a result ths steam pressure was reduced from 106 pounds to 96 pounds. We had two fire men on duty In boiler room, and it was 30 minutes before they could get steam pressure to 961 pounds, so as to enable us to give the 150 pounds pressure. Couldn't Get Pressure. During the two hours and fifteen minutes we carried this pressure the flremun were unable to get a steam pressure above 05 pounds;' wa should have had 100 pounds. Tho two pumps were using steam faster than five boil ers would generals It, so we could.not get the 100 pounds required. "We did not carry the water pressure at 160 pounds all the time, as we could not without running the third pump. This we could not do ns the five boil ers were not generating enough steam for the two pumps, much less the third, no.I It would Iiiivc ttikt-n IK least 1 I - hours to get steam pressure on two more boilers to run the three pump*. "This te»t proves that during the day It will take all three pumps and seven We cnnnnt ime seven all tho time, as we hnve only nine boilers all told. The bolters'In service have to be cleaned and washed out every thirty days. , "W< haven't enough boilers to keep seven In servln and make this change. In case of a fire alarm during the day that would require Its pounds water presure, we could not give this pres sure. without a delay of 11-3 hours, as It would take all this time to get steam pressure on t\fo nlire boilers. This delay would be very dangerous in case ot a large fire. , "During this test we had to use ev ery filter In the filter house, nnd then could not keep the clear water basin full. If the test had continued 36 minutes longer we would have had to turn the water frpm the reservoir Into the clear water basin to keep the pumps from losing suction. "This Is tha condition the plant Is In. nnd I merely call your attention to It, to relieve tha * IB ' * department from criti cism should we fall to glv* fire pres sure of 156 pounds when needed for s big fir*. Coagulating Basin. "I wish again to call your attention to th* conditions wo wilt have to fac* at Hemphill pumping station. Our co agulating basin la too small, and ws find It a very hard matter to filter the water properly qow In Its present mud dy condition. "IVe are pumping so much water that It causes the water to flow through not time to settle, which throw* the bsrdest part of tha work on the filters. Ar we have only 7,660,006 gallons filter capacity, and are now jumping at the rate of 14,000,060 ga!- on* during the day, we have to force the water through the filters too fast to filter It properly. During last sum mer we Iflimped the water out of the clear water basin so fast that It was a very hard matter to keep tha auction pipes of the pumps covered. The wa ter la so muddy In the reservoir that ws find It difficult to filter It fast enough to supply ths demand In the city, and It may become necessary before th* summer Is over to pump muddy water direct from the reservoir.
