New York, Dec. 6.—The Sun says;
“The opening rate for call money was
18 per cent, and It slowly advanced
from this figure until It touched 32
per cent In the late afternoon. Loans
In dribbling quantities by a single na
tional banking Institution at 6 per cent
were, of course. Without any effect
whatever upon the ruling price of
funds. Time money rates were again
no more than the subject of nominal
quotation, as there is very little time
money offering at any figure. The
stock murket seemed to be buoyed up
yesterday, even more thnn was the
case Tuesday, by the hope thnt strong
measures of relief for the money situ
ation would be put In force within the
next twenty-four*--hours by the secre
tary of the treasury. Dispatches from
Washington reported the secretary ns
saying that he did not regard the
money situation In New York ns such
thut Invited alleviation nt his hands,
nnd In high banking circles the belief
Was not entertained that the secretary
would. In the near future at least, do
anything to make money more plenti
ful. It was nevertheless petslstently
asserted throughout the day on the

After month* of unavoidable but an
noying delays the state Juvenile re
formatory on the prison farm near MtU
ledgevllle is to he opened at once for
the reception of the youths of tho state.
Governor Terrell will Issue a procia-
matron to nuperlor court judges Thurs
day afternoon announcing that the re
formatory Is open, and youths not older
than 16 vears may be sent there at the
discretion of the judge.
No prisoner older than 16 year* can
be sent there, and any youth of that
age or under may be sent to the re
formatory for any crime except for a
capital crime or one under a life sen
tence.
