States bonds, which to many bankers and merchants, both on this and the other side of the At lantic, ia a grievous disappointment, inas much as various important bnsineis opera tions have been bosed upon the supposition lhat certain V'S. stocks would He redeem ed at fourteen per cent premium after the 1st of November. The government, it is remarked, .shows by these measures that it is alarmed, and cesses to present a bold front to the coun try. But is there not good reason for alarm, and why should tho government ex hibit unfounded confidence in early restora tion of prosperoue activity. The fact,is generally admitted that exchanges and cur rency, and basinets, and credit are now mere completely paralysed all over the country, than at any time since the 24th of August, when the revulsion commenced The government is obliged tu heed these facts. On the other hand, the Secretary of the Treasury has determined, as I learn, not to withdraw from the Mint the facilities affor ded at bis discretion for an advance of coin to the depositors of bullion. It was slroog- ly represented to him that the withdrawal of these facilities, requiring about six or seven millions, would check the coinage, and increase the embarrassments of the currency.
