against the Banks in consequence ol'a sus
pension of spocicpayments, until time.

Mr. Whitaker did not intend to discuss
t ic advantages and necessities of Bunks,
it was merely a question of time. If they
were only to be given until 1858, they
would have to provide lot the resumpttou of
specie ptiymen's, and could give no mono -
t.ry accommodations to the public, which
was imperatively necessary at the present
time. He hud the utmost confidenco in
the Banks. If t'-mc was given them all
would be right. K time wes not given it
would result most disastrously tolbe coun
try. Acknowledging that they would su;-
isl'v all demands with sp etc, it would not
be po'ilic, as they would he diniiied oTspe
cie to send off out of the country.

This was a momentous question. He wish,
ed to stake no action in" this matter that
would not leave the bill holders perfectly
safe. Neither the people or the Backs had
asked this suspension of proceedings u-
tst the Banks- No memorial had been
against the Banks. Even in tha event ofe
refusal to pay epocie, eevon per cent, be,
sides ten per cent damages, amounting to
seventeen per cent couldh&collectod. Let
them resume In February and ootton mnat
decline, since ihero would be no money with
which to pay n full price for cotton. Let
them resume in June or July, and tho im
mense wheatcrop of Cherokee Georgia sells
ftr hull' price. Lot them resumo in No-
vcntber, when the money ibegius to return
for the wheat, and there would bea difficulty
iu settlement.
If all the rest of the Hanks wonld resume,
then ho was willing fur tho Georgia banks to
do the snrno. A great many expenses are
incurred by Banks. Tltoro are Bank build
ings, or offices, Bank officials to be paid, and
ml the other incidental expenses, which
leave a low margin for dividends. There is
one hundred and fifty million of dollars, of
whi It fifty million dollars are laid up iu the
vaults, specie. How many are they wito
live on their Bank dividends 1 How many
willows and orphans who would loso their
support, and ba drivon to destitution, since*
if the Banks were crushed, their dividends
would bo lost, and their stock deprecated.
People, must bavo mono;-, if not Georgia
moneyfSomo other kind of money, and they
hail better have a sound homo currency, and
ho easy w ith their Banks.
