Mr. Diamond offered an amendment to this,that the 10 per cent, paid into the Tren nry, be added to the poor school Bind. The amendment of Mr. B, an amended was lost. Mr. Harris, of Dougherty, offered *° amendment requiring, plaintiffs to give de fendant* notice in their write, when they intend to require specie Mr. Lewis, of Greene, offered as a eu!»- elitute to the bill before the House, the bill offered by Mr. Brigham et the first of the session. He thought the let* done the better. Ho was therefore, in farer of the passage of Mr. B.'s bill. The eubetitute wae lost. A Division was called for. Ur. Brigham, of Troop: I he whole bill, with the exception of one feature, was un constitutional. The Legislature had the power of/crbntraiKt, but whea the time of aueh forbearance was fixed, speculation would run wild over the country. Ho re. ferred to the bankrupt law, and su’d that experience proved that such remedies as the one proposed were unwise. Mr. Lewis, of Hancock, offered an amendment, that no suspended bank shall pay a dividend daring suspension, and shall pay into the Treasury one per cent on cap ital stock. Also, that co Suspended bank should charge m.re than 7 per cent interest. Mesrrs Renan, of Gordoo, Lewis, of Greene, L-irie, cf Hancock, Ware, of Clark. To a man uf somewhat irrasible temper, who has jost teen his fabric of tBRceantile credit, the work of many year*, swept from under him in the twinkling of an eye, tho Gubernatorial invitation to thanksgiving sounds, at first, very much like a premedi tated inault. But our “ Divinities ” in their pdlpits, managed to pick some very reapectable crumbs of comfort out of the wreck of the past three months. The lead ing idea seemed to be, ihst in a rapidly de veloping counfry, “crashes” are abundantly neertsary, that is they are the natural result of that adventurous and fearful spirit which undertakes new enterprh.es on faith. Some pioneers must tali before the wilderness can be settled; some bold navigator must strike the lumpen roek before his successor can learn how to avoid iu To youg mea starting in business, witb reputations yet to make, the present pos ture of affairs affords extraordinary adrnrv tage. The credit of the old suspended houses cannot, however unavoidable their ini fortune* may haTe hern, ever again be regarded as impregnable. A great many •raa'I traders bavo gone through tho crisis ssfely because they had nothing or next to nothing to pay, and this class will ss a general thing stand higher with those who have commodities to trust in ths hands of other*, than th* widely extended houses whose vast capital was not sufficient t i carry their raster obligations, when the withdrawal of bank facilities had thrown them eiuirely upon their own resources — A large part of the extensions obtained by such houses have been for periods too limited toallow of recovery; they will not b« much more able to pay then thar.n;w, until next July or August, when the whole pro duce of the country has been moved, pay- made to the producer and then by Lim tu the merchant. Tho ability of tho West to par will bo still further reduced, if the seaboard cities should be obliged to import Wheat from Odessa, as seems not impos sible if since navigation closes early and prices keep up in the markets of th# inte rior to their present point, there will be a shilling difference between the co*t of im porting a bushel of wheat from Chicago or Odessa, in favor of the latter port! This is reckoning the cost of transportation by- railroad. Excitements are at a premium la’ely. The Financial news from England ruffled the feathers ef our importing bouses con siderably, but no failure* hate been report ed among this class, though many have suffered heavy losses. The election for Mayor of New Y'nrk, does attract some attention from a class of men, who usually repose in sublime indifference of Ihe move ments of politicians, and who was only- washed up to interfere witb politics by purely bread and butler considerations — But money i* more valuable than i' was a year or two ago when men would cheerful ly pay a double lax ralher than muddy their brain* with the affairs of the city Truss, ery ; now they can afford to tare. As for amuaenen-.s, we are less abund antly aupp'red than it usual at this season of the year. The Opera is moderately successful!- Literature is at a heavy dis count. The Applu'ons have adopted a r. vcl expedient to force some of their un saleable stock upon the market. They fur- nish unemployed, respectable females with copies of their own publications at very low rates to tell from house to house and appeal to the public to sustain the enter' prise as a work of mercy. Never more emphatic than at present would be that maled ction of Job : “0 th*l mine enemy would write a book.’ Or you might have said “publish a book," Job ; either opera tion woo'd have been a "settler'' for your adversary. The city dandies seem to stand the pressure unremarkably well. The ‘-sa crificing” dodge has supplied an abundencc of darning advertisements, and the patron age of subscribers is fully as large since no one. at least co New Yorker can live with out newspapers in these stirring times — Not u be “posted up” is one of Iho severe mortal sins of this climate. Last week wa* the epoch of members— me have ajittle cessation for the last few days. This bitter eeld weather however is adding to the desperation of tho desperate, ami unless our Police force is soon aug- roen’-*l considerably, a frightful incroaseof bold crimes muat be the result. Next Tuesday, the day of election, promises iu be on* of riot and recess. The plan to easy, simple, perfect, at least as any hu man syetem can be, and ai the writer of this la advised that ibe plan will be proposed to the present State Legislature, he asks space lo your columot to state, and thon commend the plan. The plan as uoderetood is this. All pub lic dues to be received in gold nud ailvor on/y, from and after a given day, soy first of August or November next. Thia will be a tafe currency for the State—for the people, who constitute the State. It will then be a safe currency for tha Stats to pay out to her creditors, if any of her creditors though dislike to -lug about-' Gold and silver they may be paid Iu certificates of de, p wit. letting the gold and silvar remain in the vaults oi the Treasury.
