yesterday's journal as tefets to the loss of
bill increasing the salaries of Exensttr*

On motion of Mr Konaa the bill was tas
ken up by sections.
Mr Kensn, Shehou and others, msde
tome pointed remarks on the question. The
friends of the original hill were forced la
take it at last with some modifications.—
The Governor's salary is fixed at $4,000,
that of Judges of the Supreme Court $3,'
500, and Judges of the Superior Court
*3,500.
The clause in relation to paying Solicit
ors a salary in addition t < their fees, was
stricken out. On passage of the bill the
yeas were dS. nays 43.
The general appropriation bill was
taken up and contoured th. whole day.

SENATE.
Mr. Stubbs of Bibb, roared to reconsider
to much of the journal of yesterday as refers
to the Ices cf the House bill to commote the
ptmiahmaot of John Black, Dialer sentence
for murder, from death to imprisonment for
life. On tte motion to recooaider the rote
stood yeaa 58. nays 37.
On motion of Mr. Stubbs the ra'es wen
mpended, and the bdl taken up. On the
paamgs of the bill, the yeas were called, and
the rota stood for commuting 56. and against
it 44. So the Senate has a: last concurred
in the action of the House ; and it only res
for the Got. to giro his signature, to
change the destiny of this unfortunate crim
inal, from the gaflowr, to a life tire impris
onment.
The Senate concurred in the House amend'
manta to the bill laying out a new County
from Cberokee, Cobb and Forsyth, aod also
one from Warren.
A resolution was adopted, that the after
noons occupied by the Senate, in considering
local bilk, and the eraoings House bilk

placarded "for sale.” Thu is not quite so
good as money still it will do nntil we get

a larger chance of paying up their indebted
ness than if payments were restricted to cur
rency proper, and thus the general resump

period. We are actually reduced to barter

transactions with the interior though money

ing employment for it. Confidence is badly
wanted. The drain of specie to England
which is now going on k looked as a favor
able indication of retarning proeperty, since
a restoration of equilibrium in the currency

are now »> depressed in foreign markets,
that there is no inducement to ship produce
to New York City from tr.e interior, aod
thus creditors here suffer fr„ui delayed pay
ments.
As for goods, imported dry goods are ic
immense supply, outside ef the *30,000,000
in beaded warehouse, and next season will
opea with a very low range of prices, for all
high cost articles. Thus this country will
be enriched at tha expense of the foreign
producers. Bat domestic goods will not
sufier so heavy a decline, the supply of cot
tons and woollens will he quite limited, a fall
in price will remit only from e heavy de
cline in raw materials, end this will not ef-
f.ct the rates of labor, of course, since goods
eat then be produced at lower cost. There

act to ky out a new county from Lee and
Randolph. Laid on the table.
The rule* were suspended to take up the
report of the committee on the bill tofincor-
porete the London, Liverpool, Savannah,
Timber and land company.
Mr Cone of Bulloch offered two amend
ments. one making the private property of
toe stockholders liable for the dehu of the
company, the other preventing non-rest-
dents of the Sum from taking stock in said
company.
Mr Cone said he wanted the** amend
meats attached to the hill as it seemed to
be a Savannah and Macon measure. (He
dees not seem disposed to advance the in
terest of oor cities.
Mr Meffonald, of Ware, opposed the
tmandmenu. Said the land to fce used by
this eorporati .n were timber lands not in
use. He could not underaund why tlie
ciuxena of Savannah and Macon ahould
not ecjoy equal privileges with cilixen# of
other portion* of the Bute.
Mr Ward, of Chatham taid that ha felt
:t to be bii duty to defend Savannah from
the tmpuuuon east upon her, of interfering
wr.h any mesiure. It wai hard that ibe
fac*. of Savannah's connection with any
enterprise should kill it. He referred lo
the amer.riu.enl proposed to the Hiwastee
K It Charter, and showed that it only pre
vented the Co. from iranafering their char*
tered right! to alieni. He defended the
character of the corporators and clearly
proved that this was no Sav project.
Messrs. Reynolds Pope, and others
spoke upon th* menu of the bill. Mr.
Pope taid it would to a monoply more to
ha dreaded than all the R R and Bank
monopolies about which so much had boon

The army consists of 19’Kgiments, divid
ed into ten of Infantry, (bar of artillery,
two of ilragoono, two of cavalry and one oi
mounted riflemen. The whale strength of
the army, u posted. con-Lts of about 1 ?,-
984 uren; ana the actual strength on the
1st of July last was 15.761. tn addition
to the movements which the troops hare
been called on to maka this year, this force
is called on to garrison 68 permanent forts
and to occupy 7U posts spread over au area
of about 3,000,000 square mite. The Sec
retary o'f War thinks that to render gov-
eromental protection to our vast frontier
and emigration perfect, a very large aug
mentation of the army would not be requir
ed—five additional regimen s would answer
the purpew, if properly postedhe. there
fore, suggests the propriety of asking-from
Congress this increase.
The artsy has been constantly and ac
tively engaged. The Indian wur in Flori
da claimed the altentioivof a strong tone,
exigent affairs in Kansas demanded the
presence there of two regiments; and final
ly, the movements of troops to Utah was a
most serious and important undertaking.
The Seerotary ot Wax reviews thj pres
out condition of tha Mormons—tieir d.-re
gard of the civil autboritwa of the United
States—and alludes to tbe prevailing belief
that they instigated the Indmn9 to hostilities
against eur citizens. Neverthe'ess, it has
always beetle the policy and dosire of tbe
Federal Government to avoid collision with
this Mormon community. It has borne with
their insubordination until, at length, thoy
stand like a lion in the pathway tbi t lends
from the Atlantic States to the Pacific sea
board. It was hence thought expedient, du
ring the past summer, to send a body of
tioops to Utah with the civil officers recent
ly appointed to that Territory. As Ibe in
tention then was merely to establish thest
functionaries in the offices to which they
had been commissioned, and to erect Utah
into a geographical military department, tbe
force then dispatched and now en route to
the Territory, was thought to be amply
safficient for these purposes. Supplies were
abnndant, the petition was favorable for
bolding the Indians in oheck, and it wa?
hardly within the line of reasonable proba
bility that tbe people coaid pat themselves
beyond tbe pale of reconciliation with tbe
Government by acts of unprovoked rebel
lion, This, howoter, they have done.—
Great care was taken, in preparing the
march to Utah, that nothing ihould even
seem to excite apprehension. The instruc
tions to the commanding officer were not to
allow any conflict between ibe troops and
the people of the Territory, except only in
case he should be called on by the Governor
for soldiers to act as a posse comitntus in
enforcing obedience to laws. In conformity
with this sentiment, an active, discreet offi
cer was sent in advance of the army to Utah,
for the purpose of as uring the people of
the Territory of the peaceful intentions of
tbe UeverntEen! This officer found that
tbe Jeluded people were determined to re
sist bv force if necessary, the entrance of the
army Into the valley of Salt Lake. .Sup
plies' of every sort were refused him, au l
the day after his departure Brigham Y,.ung
issued his proclamation, substantially de
claring war against tbe United States, in
view of this menacing attitude of affair? in
Utah,and of th; importance of promptly
suppressing the spirit of rebojiuki there, the
Secretary repeals his rtcoMpfedation for

regiments to tie service.

Ward. How well he presides !—How
rsp dly he dispatches business —how cour
teous yet how firm he is in the performance
of his duties. He is a Georgina by birth,
a great lawyer an ! a good man He can
•ay what very few men in these degenerat
ed and office hunting times can say, that
lie has declined a scat in tho Senate of the
U. S. Yt*t it is true. Gov. Cobb tendered
him the commission to fill tho vacancy oc
casioned by the resignation of Judge Berien,
but ho preferred to pursue his profession
and his friend and partner, Judge Charlton
was appointed
Mr. Ward was President of the Cincin.
nati Convtntion, and I have heard itsaid on
authority of s well informed member of
that body; thatif Mr. Ward’s name had
been presented by Georgia for iho Vice
Presidency be would have been selected
instead of Mr. Brcckenndge
Ho it about 40 years nf age, of com
manding person and polished manners—as
a speaker he is fluent and forcible, with the
soft melodious intonation end accent pecu
liar to low country people.
He has spoken but twice during the
session, on the Bank Bill and on the re
consideration of the Hiwtts.ee Hail Hoad
charter, and on both occasions by his mas
terly eloquenco carried the Senate with
him. He is universa'ly beloved by the
Senators of both parties for his courteous
and gentle deportment and his many line
qualities of head and heart A kind adieu
to you Capt. Ward, and may you reap
all the honor? which your statesmanlike
endowments and manly virtues deserve.
But reader let us go lo the.IIouse. Here
is a somewhat more crowded room. Lo, k
at the speaker; he is the darling of Chero
kee and one of the best men in the State.
This is I is first “experience” in n legisla
tive body, but his reputation as a lawyer
and Ins acquirements as a politician were
widely known 'ere he wa9 elected Speaker.
How well he fills the place! lie is not
strictly handsome according to the Grecian
standard, Dor are his manners as soft and
gentle as some we’ve seen, but he posses-
ses the mens diviinor about bun, and has
•hewn great intellee'ual powers in debuts
on several occasions during the session.—
His speech on the Sum Aid Bill created a
profound leusation.
He is young—not over torty, and will be
the Governor of Gtorgia yet, it tho peep e
are a.low sd to choose their own rulers.—
But, reader, let us return to the Senate.—
Cast your eyes to the left of the President,
and under the very poor portrait of a very
great t&an. That tail, raw-boned, red
faced man just rising, i? the Hon. John A.
Tucker, of Stewart. What a giant h . is.

giant in mind as well as body. 1 here is to
