High rates of rents for good tenements near the center of the city debars many worthy citizens in moderate circumstances lromenjoyluglhem ; w hile great inconveniences are felt by persons residing near the suburbs who are unable to keep conveyances to cnriy tln m to and lrorn iheir places of business. Street care, wiierever they have been tried, have proved "cheap riding,” and iheir use m this city would doubtless be of great benefit to ail, and iu a few years \v«>ui'. be come indispensable. Under direction of the Board of Directors, wm hav e made nu accurate survey of a )ine,lrom the entrenchments on Ivy street (or ihe Peachtree road) near the limits of ihi} city, through the city t< the crossing of Amoss and Lee streets, (the Griffin house), in West End, which is a Iraclion over three miles in length. With slight gradua tion, h very good line can be obtained, and such a one that would accommodate the bulk of travel to the vicinity of either terminus. Other routes are practicable between the points designated which perhaps would accomplish the desigu.and lire final location should be made where the greatest amount of stock can be obtained, that the stockholders may be the largest beneficiaries. The line upon which the estimate ol eost is based w ill cover the cost of any line likely to be adopted. The cheapest construction to give the required result (durability) has been our aim, yet we do not propose such a plan and iudiflereut male- rial that would require u re-construcliou in a lew years. Poorly constructed roads are always ex pensive to keep iu repair, and the innumerable disadvantages experienced in working them, iu detentions, accident, &c., which results in lots ol patronage; so a well constructed road will be much cheaper in t^o end. We propose to place iiu* cross-ties two and a half lent apart, with a sawed stringer upon them and a flat flanged rail on the stringer, the whole covered with broken siotie (macadamized) lo the surface ol the rail and eight ieet in width ; the cost of which, in cluding everything, will he $di,870 45, which will make the road ready tor equipments, and one that will require but liulc repairs lor yeuis to come. The ordinary expense of working the road will approximate $025 per month, and that makes a fair allowance lor wear and tear and liberal wages lor employees. The above cs;i- uiaL s are made from the present prices of labor and material, and fluctuations in those prices might naterially change these Agues even in a trw mouths, yet we are inclined to the opinion that tlie* contract could be let now and the work executed in good style at our estimate. A heav- n r rail might be desired yet ihe result obtained from, and the difference iu liist cost, are in la\or of the rail proposed. That the amount ot travel along ihe proposed route would pay ihe expenses ot the road at present there is every reason to believe. And the fact is incontrovertible that more population and improvements would follow the road for the mutual benefits, to road and people. W e can, therefore, see no reason why it should not pay, and tlutt very soon.
