When ive confider the unexampled infults and injuries continually heaped on our commerce by the over bearing Erglifh monarchy, and all under the mafic of amity and good will , ir would feem that our independence is buta gratuitous tenure, held by the grace and favor of Great-Britain, and the grant of which fhe has of late years reminded. CHARLESTON, Nov 21. A gentleman who arrived yef terday in the {loop from New port, mentions, that the frigate United States faded for France on the 3d inflant. Davie, two of the com rniffioners appointed by our go vernment to treat with France, left Hartfo v d on Tuefday laft, the 30th ult, for Newport, bom whence they were to lad yefter day, in the frigate United States, commodore Barry—wind per mitting/’ Exiraft of a letter from a gent 1 e man in Havannak , to the editors of this paper , dated the 2qth of OElober , 1799. 1 he current of politics has taken a turn with refpeft to : the French : none are peimitted to come heie, on any pretence; if they do, they arc obliged to return in the fame veflel, and a war betw’cen France and Spain is thought inevitable. This change is in confeqiicnce of a vague report, of the Spanifh fleet being detained at Breft, which repo it comes by the way of New-York. “ About three weeks ago, in ■ the Gulph, not far bom this place, an American fchooner of 1 4 guns, which left ih»s po»t lor Baltimore, fell in with a Provi dence privateer of the fame num ber of guns, and fifty four men. | After fome difagreeablc and| haughty language of the latter, | he infixed on boarding the for mer, winch was denied him, and to prevent it, the American found it neceftary toufe his guns. After two broadfides, the priva teer blew up, and the whole •ciew perifhed, except the boatf -1 wain and ten men, who fayed 1 themfelves in the boat, and a few days after wjerc taken up by a Salem brig, and brought in here; two have lince died, and the ternainder are in gaol. Verbal reports, which we have I not been able to trace to their I origin, Hate, that the captain of the above mentioned privateer announced to the American capfa'n, on his refuling to be boarded, that no quarters would be given, and immediately ho fl ed tire red dag ; that the aftion taued two hours, before the pri vateer blew up: and that after wards, when the men who re mained alive on the wreck beg ged to be taken ofF, the Amcri ican captain pointed to their bloody enfigrr, and left th»’in.
