dains:—

protection against floods."
Pectlon 2 Rhould the ssuance of such
bond* he assented to by two-thirds of
’he qualified voters of Augusta and
should such amount of bonds be ascer
tained to be within the limit of bonds
authorised to he issued, under the Con
stitutional Amendment. a* hereinafter
fully set forth there shall be authorised
to be Issued and sold by The City Coun
cil of Augusta under the provision* of
th * ordinance. Seven Hundred and Fifty
Thousand Dollars (9750,000) principal
amount of bonds, the proceeds of which
shall be used for the purpose of pro
tection against floods Such hondi
shall tie known ns "City of Augusta
Flood Protection Ronds of 1914,” sliall be
of the denomination of One Thousand
Dollars ff. 1000) each, shall bear date the
first day of July, nineteen hundred and
fourteen (1914), shall be payable as io
the principal amount thirty years after
date, shall bear interest at the rate of
four and one-half per centum (4% P* r
cent.) per annum, payable semi annual
ly on the first days of January and of

bonds shall before Issuance be validated

Section 4 These bonds are Intended to
be Issued under and by virtue of the au
thority contained 1n the Amendment to
paragraph on* of section seven of article
seven of the Constitution of the Ht.ite
of Georgia, the Act of the General As
sembly providing for which was ap
proved August 1«. as appears In
the published laws of 19i>9 on psges 77
to 90 Inclusive, and which was proclaim
ed by the Governor of the Stale of Geor
gia on the 20th day of October, 1910.

curred by any county, municipal cor
poration or political division of this

porary loan or loans to supply casual
deficiencies of revenue, not to exceed

without the assent of two-thirds of the

hereby provided for shall be secured by
a mortgage or Deed of Trust from Tee
City Council of Augusta, covering and
creating a Hen upon both the power pro
ducing canal and municipal waterworks
of such City, subject to Deed of Trust
from The City Counc I of Augusta to
United States Mf*rtgaue and Trust Com
pany, dated November Ist. 1912. and rec
orded In the office of the Clerk of the
Superior Court of Richmond County.

such bonds whenever sold shall have the

priority or preference over any other
bond of such Issue. Such sales shall
he by competitive bid to the highest
bidder for rash. Each sale of said bonds
phall he advertised In at least one news
paper In each of the cliles of Augusta,
Chcago and New York, once a week for
two weeks before the sale No sal*
shall he made so as to Include therein
any past due coupons but all past due
coupon* shall tie detached before delivery
of the bonds to which they belong The
time when sales of said bonds shall be
made and tho amount to he sold at any
time, suhfect to the maximum amount
herein prescribed, shall he fixed by The
City Conn cl of Augusta according to the
requirements of the work to be done for
the purpose of protection against floods.
