Berlin, (via Rotterdam, via London,
5:30 a. m.) —No news from official
sources for publication has been re
ceived since the midnight bulletin
whose reports of attacks and counter
attacks indicates that the battle in
the west is still progressing. Not
the slightest hint of the movements
or positions of the German army for

by the military authorities who de
cline to discuss the statements made
in French and English dispatches.
The wording of the latest German
bulletin may be interpreted as indi
cating that there is only a series of
minor engagements in progress but
the people understand this is not the
case and that the attacks and coun
ter attacks mentioned are part of a
heavy general engagement.
Is Justified.
The Berliner Tageblatt prints the
following:
“We are standing on the defensive
on a 125-mile battle line and because
we have been spoiled by a rapid series
of victories many are unable to realize
that a defence, under certain circum
stances is as justified as an offen
sive.
We have learned little concerning
the situation, but we can point to
some successes such as the repulse
of the French night attack and the
fact that the French have succeeded
neither in outflanking the retiring
ring nor breaking through the front.
Results Alone.
“The abandonment of our original
positions between Paris and Verdun
for strategic reasons is in itself noth
ing momentous. In many days of
battle and shifting positions, final
results alone are important. So long
as the situation continues undecided,
with the possibility of throwing in
fresh troops while the enemy has ex
hausted himself by repeated attacks
the German chances are better than
those of the Anglo-French.”
Meanwhile the severity of the cen
sorship on the Russian front has been
relaxed, stories are coming through
from which it is possible to draw a
general picture of the operations lead
ing to tho defeat of General Rennen
kampfs Russian army.
Woods and Swamps.
From September 7th to 13th the
Russians took a strong position on
the line from Angreburg to Gerdauen,
Allenburg and Kehlau, the left wing
resting on the Mazu/ian Lakes and
the right wing protected in the rear
and a flank by the Forest of Frisch

sition. The Russians devoted great
efforts to entrenching their positions
and brought up their heavy artillery.

west and south, but otherwise the
army undertook no offensive opera
tions in the days following the battle
of Tannenberg.
The enemy’s forces, according to
the German official account, were
composed of the second, third, fourth
and 20th corps, two reserve divisions
and five cavalry divisions.
Every Available Man.
General Hindenberg, the German
commander, meanwhile was assemb
ling every available man, deproving
the fortresses of their garrisons and
calling in all but a bare remnant of
the force protecting the southern
frontier in the vicinity of Soldau. He
again resorted to the customary Ger
man outflanking movement and since
the Russian ring, protected by the
forest and marshes, seemed too
strong, he adopted the daring strategy
of sending the flanking force to the
lake region of the south.
Succeeded.
The strategy succeeded, nlthough
General Rennenkampf offered a des
perate resistance. After three days
fighting the Russians were forced
back slightly in the center. When
the flank movement of the Germans
were seen to be already threatening
the Russian flank, a counter move
ment was launched against it with a
new army collected at Lyck. includ
ing the 22nd corps and parts of the
third Siberian corps and the balance
of the defeated Narew army; but the
counter attacks failed and on Sep
tember 10th the Russians began to
fall back on their position, retreat
ing in good order and well covered.
Good Retreat.
The Russian artillery on the right
wing appears to have made a good
retreat owing to a timely start but
the left wing was hard pressed by
the enveloping German infantry.
From this wing the Russians retreat
ed across the border in two columns
while the main body went northward
and the others in an easterly direc
tion pursued by the Germans, who
advanced far from the border.
The German government has ap
pointed Count von Merveldt governor
of the Russian province of Suwalki
and other points occupied by them.

today telegraphing to the Zeitung Am
Mittag as follows:
“Please collect and forward as early
as possible woolen underwear and
socks for my soldiers. Greetings.

It was only a few days ago that the
crown prince, w’ho evidently has the
comfort of his soldiers always in mind
telegraphed to a Berlin newspaper
asking it to collect and forward to
bacco and cigars for his men.
The healing wound of Prince Joa
chim, youngest son of the emperor,
is progressing normally.

of the Times at Ghent believes most of
the recent German raiding in various
parts of north Belgium was by some 1,-
200 Uhlans sent out in small parties to
discover whether British troops were
landing.
They were told to push through at all
cost, he says and it was promised that
every man who go back with reliable in
formation would receive tlie iron cross.
"I do not think any will get back.” is
the terse comment with which the cor
respondent concludes his despatch.

of wireless messages Is legal, according
to an opinion by Attorney General Gre
gory received today by Secretary Dan
iels.
The attorney general gives Beveral ci
tations of law to hack up the opinion but
his main contention is upon the right
of the government to use every means at
its command to preserve neutrality.
The right of the government to exer
cise a censorship was raised by the Mar
coni Wireless Telegraph Company of
America.
