Detective Chief Newport Hanford
also declared that the Kppa affidavit
waa u He. Ho said that Costisy had not
even been arrested when Kppa made
his original statement on the stand
at the coroner's Inquest. Kppa eays
in hla affidavit that Black had aakpd
him to awear a falsehood to support
Jim Conley.
The Epps affidavit occupies numer
ous page* of closely typewritten copy.
It was made In Baldwin county, where
tho ex-newsboy witness Is serving a
sentence In ,the reformatory, having
been sent there some time after the
Frank trial.
He testified that he rode Into tho
city with Mary Phagan on the English
avenue trolley car when she made her
fatal trip on the -morning of the trag
edy. He stated that the girl had told
him of advance* made by 1-eo Frank at
the pencil factory. In hla new affida
vit ho swears that the story of tho
advance* was concocted by Black and
put intt> Ills mouth.
Kppa now declares that the head
quarters detective assured him he
would be given money with which to
leave Atlanta after the trial. He says
that repentance and desire to atone sot
his "wrong" Impelled him to make this
latest affidavit.
Says He Gave Money.
Kpps Is In the neighborhood of 15
or 14 years old. He once was a news
boy. A neighbor to the murdered girl,
ho was ofton seen in her company. Ha
Is said to have told numerous contra
dicting stories previous to the trial
His father Is night watchman at the
t'andler Annex building, on North
Pryor street.
The boy swears that Black gave him
money after conjuring up the alleged
fiction. lie also says that the first
his parents knew of his testimony at
the inquest was when they read It in
the newspapers. When he returned
home that night, he swears, he was
given a whipping by his father. He
prayed for forgiveness. Me says, his
prayers that night having been longer
than usual.
Kpps likewise arcuses Solicitor Hugh
Dorsey of having encouraged his al
legedly "faked" teatlmony, and of hay
ing aided Detective Black. In conclud
ing the document, he swears:
"I do this In the hope of making
myself clearly understood and in ex
plaining how l was persuaded by De
tective Black and encouraged by So
licitor Dorsey to swear falsely. 1 have
been sorry for this false swearing ever
since the trial of Mr. Flank, and I say
again l a>m glad of the chance to ex
plain It and relieve my mind of the
falsehood* 1 have told in this case. 1
am willing and hope that this sworn
statement will he delivered to Mr. Ros
ser. who was the attorney for Mr.
Frank, as II Is every word true."
The affidavit closes with the oath
and signature of the boy. It was
sworn before J. Cooper, clerk ol
superior court, Baldwin county.
