Failure of t!i« Revenue Bill. The Baltimore fSun of the 2J mst. says— “ The bill for increasing the revenue by the imposition of duties on coal, iron, refined su gars, coflec, tea, cotlon goods, silks, linen, cordials, wines, segars, wool, and woollen and worsted goods, which was rejected in the House of Representatives on Friday evening, will doubtless produce much derangement in the financial affairs of the administration. It was a bill which had been prepaied with much care, and urged with energy by the Secretary of the Treasury, as necessary to provide the ways and means for carrying on the war. The cause of the defeat of the whole bill was the striking out of the items of tea and coffee, by a vote of 105 to 104, on which the main revenue contemplated by the biil was lobe raised. On trie announcement of this result, the friends of the bill became its opponents, and the question recurring on the bill as amended, it was rejected by a vote of 130 to 78, and the House adjourned in a state of great excitement, having first laid a motion to reconsider the vote on the table.” IVarnl, Commander Pearson, who was tried in Norfolk for the loss of the sloop of war Bos on, has been found guilty, and sentenced to one year’s suspension, with pay. Commander Carpender, who was tried by the same court for the loss of the brig Trux ton, was found guilty, and sentenced to be cashiered, but recommended to the mercy of the President, who has remitted his sentence to one year's suspension, with pay. Pa ssed Midshipman Rolando, tried by the | same court, has been honorably acquitted of all b'ame in the loss of the sloop of war Bos ton, of which vessel lie was acting master. The arrivals at New York un Saturday and Sunday last were numerous. The Journal of Commerce of Monday reports them at 11 ships, 20 barks, 30 brigs, and 36 schooners—ll from foreign ports. i-gc Rule of tciijii. We venture to say,this is without a parallel in the history of cotton bales. It is equal to three of ordinary weight. The size of course is not much increased, by the extra yard of cover. By advices from Mexico, which we published on Saturday, it is known that he had sueeeded in his object. The same letter says— Col. D niphan, as I learn, length succeeded in making a treaty with the Navajus, and will now proceed on his march to t hihuahtia; how long the peace thus concluded will last, is unknown. On the 17th nit , an order was published hy Co!. Price, ordering Lieut. Col. Mitchell to select one hundred men from the army, with special regard to their physical and intellectual capacity, to pro ceed towards Chihuahua and open communica tion with Gen Wool. The command left Santa Fe on I lie 4th December. Extract from a letter dated Santa Fe, December 14. “M 'j Clark has received an order from Co!. Doniphan, (who is encamped south of us 180 miles, with i.le traders.) to join him Jo.thwith, with 125 o' our battalion and to proceed to Chihuahua.— Nothing has been heard of Gen Wool, up to the present time When we got to Co!.
