LONDON, March 5 h, evening.—Our ad vices this morning from the Continent state that the drain of bullion upon the Bmk of France was again increasing. For some time past parties have been pnrch i*in r in London large quantities of corn for the French mar kets. and as they are willing to give higher j rices, there appears every probability of a large business being done on such account. | The drain of bullion will, therefore, he en hanced by these purchases. The opinion that the French government will be compelled to raise a new loan, is more generally enter tained. ft is su'd that some of the Bmk of i France directors are in favor of further rais ing the rate of interest, Imt it is not beiieved that such a measure will he adopted. The accounts fro m France, and oilier parts of the Continent, to-dav have li « J a depressing influence upon the value of nnr government j pet nrities. The market is very susceptib'e ; from the many causes which are now ope raiing nn r avorah'v upon price*, an ) it is evi dent it will require but little to make if much : heavier 'ban we have yet seen if. Gloomy forebodings of the future state of tiling* are again entertained. A rise of 2s. per qr. in wheat at .Mark-lane this morning also ope- j rate* unsatisfactorily. Consols have declined i lull J- per cent, upon the closing prees of , yesterday. The market opened at a faU of | ; per cent, and soon fell still lower. The quo- | tations are now very heavy, at 90 to 'or ; money, and 00 |to for account. Some bn- 1 jdness has been done at even 89 I for money, j Scrip has fallen to | to 1 prein., with an in- ; equation to go lower. IRELAND. DUBLIN, March 3 —As the spring advan- i ces, emigration is rapidly in progress. In ‘ some instances, landlord* are sending ofT the small occupiers from their estates at their j own charge, but in general the poor people i are defraying the expense from their own email resources. 'There are again many afflicting accounts | from Mayo, Clare, and parts of the county I of Waterford, and many more deaths from 1 e'arvatii n are reported. Efforts are made to | draw off the laborers from the public works, j but this is found exceedingly difficult, asthi? multitudes employed on the road*, if sent adrift until some other means of relief shall j be provided, would lie left utterly destitute. The baronial presentment sessions are con- j tinned, to provide for the completion of works in progress. FRANCE. A good deal of interest is felt in Paris at to the modification of the duties on cotton and I iron, which It is understood to be the infen 4tcn ofthe Frcnceh government to introduce : —■.. - " ■ -«-*C-Ac;.-.jwmrvr »mAi si 1 ***** ■■rrrawr i about the end of the present month. T. Beall requests us to exon- I prate him through our columns of blame for | the recent miscarriage of the mails upon j which we commented on Wednesday last. | He states that he was in charge of the mails j on the night of the 31*t till, and was furnish- ; ed from th.e Augusta Post Office with a re -1 g's’er. On this was en tered, one lock mail, and lico sacks for Washington. Another register furnished for the War- I renton branch, contained an entry of a lock i mail fur Warrenton, and one for Miihdge ■ ville —one facer sack for MilleJgeciile , and one fur Macon. On arriv ng at Caraak, Beal! directed the , mail guard, Turman, to bring from the mail , mom the bags for Milledgeville and Macon, j He reported that he could not find the bag for Macon, hut found one for Warrenton. \ i o*( 'Phis was not entered hy the Augusta R. .1/., on the register.) These discrepancies | i and errors in labels are not of (infrequent oc- | currence. IL*all says he did leave at D nib’e Wells. | one brass lock bag, and one sack for Wash- , ington. If the sack returned Jiere, was 'he one ■ left at Double Wells, tlie Post-master there : is to blame. On the night of the 31 st, tire re were a great , many way mails to be put out. The cars started from here la‘e, and stopped a very little time at each office. Beall says he was i very much hurried, but that he made no mis take in tlie Washington mail. The blame j must rest somewhere else. It may be nevertheless, that Beall did make the mistake, and that the bag which he | snp n*ed was for Warrenton was labelled i Washington according to the register, and i was the big which went astray. Certain it ; i is, that the stray bag came back with Wash ington labelled on it, and we are fold show ed siens of stag« travel. It was more mb — pi bed than a rail road jaunt would have caused, j Beall’s statement point* our mind to the i Augusta P ist Office as the source of some i of the nnmeron* mistakes and miscarriage* j I in the mails. We are willing to make due ; ! allowances, as there are times when the press of business on that office is immense. But if it is beyond the competency of the present force there to attend to it, tlie Post- i master glioiPd get more aid. The com- I : plaints made by our subscribers from vari- ■ i - j j on* directions have increased very much in ■ the last feat weeks. It is our right and nnr j ' duty to discuss the fact, and to ferret out if i ; i possible the cause. We select no particular object of attack. I | Country Post-masters—travelling Post-mas- | ter*, and Augusta Post-masters and their clerks may each lake their share. ()ne thing j we know.
