decline of last week.
Phe flour market is w ithout change since Sat- |
urday. Sales amount to about 10,000 barrels j

There was but little done in corn to-day, the
sales amounting to about 10.000 bushels white,
at 93 a jjl 02.
Whiskey is dull at 33 a 31 cents per gallon.
Great anxiety is evinced for the Combria's
news, which is mow momentarily looked for.—
CHA RLSTON, June 3.— Cotton. —No change j
in the Upland market yesterday. Sales 159 bales i
in different parcels at prices ranging from 101 a
m.
Hice —The market yesterday remained perfectly
still, and if we except a.few straggling bids taken
V*v retailers without asingle transaction during the i
day.
NEW ORLEANS, May 29 . Cotton.—Ar
rived since the 23th instant, IGBI bales. Clear
ed in the same time, 3 453 ba es—making a reduc
tion in sloe it of 1398 bales, and leaving on hand,
inclusive of all on shipboard not cleared on the
28th inst., a stock of 188,431 bales.
Our last report left the Cotton market entirely
at a stand, not a single transaction having occur
red on Tuesday. Ail parties were waiting anx
iously for their letters, and these came to hand
.on Wednesday, more than confirming the tele
graphic advices in regard to the untavorable po
sition of the cotton markets abroad. These ac
counts have bad a very unfavorable effect upon
our own market, it being understood that not on
ly have no European orders been received, but
that those previously in hand have quite general
ly been countermanded. Consequently very K w
buyers have appeared, and in the trifling sales
that have taken place holders have been compell
ed to submit to a further important decline. Ihe
sales of Wednesday were only 200 bales. On
Thursday 530 bales were sold, and yesterday 350
hales—making a total ot only 1300 bales tor the
past threedaya (taken for Spain, Mexico and the
North) and for the week 5400 bales, including a
list of Jfi4o bales, which was not made public on
the day of sale. The few sales that have been
made since Tuesday indicate a further decline
of fully } a | of a cent per lb., but they can hard
ly be deemed sufficient to establish a general mar
ket, and xvc therefore omit for the present out
usual scale of quotations, remarking that purcha-
ses have been made at 10 cents for Low Middling,
lUj cents for Good Middling, aid K\j a 1 I cents
for Middling Fair. Most tlo.frs, however, are
unwilling to submit to this define, though there
is but little enquiry, and weUudcrstand that some
are disposing of portions of their stuck by ship
ments.

bable make his way buck to Carolina, as 1 am
told he has a free wife there.

enough to change his name or mine either. He

and 1 think premeditated a return to old quarters
w hen he solicited me to buy him as his manners

TO alter and amend the third section of tl.a
second article of the Constitution of this
State.
Whereas the Third Section of the Second Arti
cle of the Constitution of tliis State reads in the
following words, to wit:—No person shall be el
igible to the office ot Governor who shall not
have been a citizen of the United States twelve
years, and an inhabitant of this Slate six years,
and who has not aitnined to the age of thirty
years, and who does not possess five hundred
acres of land in hi* own right within this State,
ami other property to the amount of four thou
sand dollars, and whose estate shall not on a rea
sonable estimation, he competent to the dis-
Vharge of his just debts over and above that sum
—and whereas said property qualification is in
consistent with the genius of our institutions, and
the popular spirit of this age—
Section 1. Be it enacted by the Senate and
House of Representatives of the State oj Georgia
in General Assembly met and it is hereby enacted
by the authority of the same. That so soon as this
Act shall have passed, agreeable to the require
ments of the Constitution, the following shall be
adopted in lieu oft lie. Section above recited, (so
