‘LIVERPOOL, Aug. 18.—We hive little of in
terest to add. The demand for Cotton continues
to a fair extent, with a dull, quiet market, at prices
rather in favor of buyers. An advance was looked
tnr by many on the arrivalof the last steamer,
bringing unfavorable accounts of the growing crop;
but any improvement that might have arisen from
this cause, has been effectually counteracted by
the high value of money and the cantinucd duilnes®*
of trade in Manchester. The sales of Cotton since
the Ist inst, are 16,500 bales. The market closes
heavily. With the continuance of fine harvest j
weather, the Corn markets are much depressed.
Western canal flour is worth 26s per bbl; Baltmore 1
and Philadelphia, 2 Is; sour, 20a21sj American wheat
7sGdaßs6dper 70 lbs; Indian corn, 25sa28s per
quarter; and Indian corn meal, 12sal2s6s per bbl. ”

NEW YORK, Sept. 2—6, P. M.—The news by
the Caledonia came to hand this morning, before !
business hours, and although she reported a further j
decline in breadstuff-., it had but I ttie eifect on the |
New York market.
There was hut little disposition to operate in
flour. Small sales of Genesee were made at a6B a
$5 75, but it would be difficult to make any large
sales at hese rates. Some sales of irregular west
ern were made at $5 50.
l or Wheat there is a fair inquiry, but the mar
ket is not firm. Sales ofG.OOO bushels good red
western were made at $1 12.
< lorn is heavy, and rather on the decline. Sales
bf 20,000 bnshets were made at 65 a 66 cents for
mixed, and6B a7O cents tor good yellow.
The Cotton market is still unsettled, the news
having rather surprised dealers, scales of about
1,000 bales were nia le at last rates. j.

MOBILE, Sept. I. —Cotton ' The month of Au
gust opened with a moderate inquiry, though with
out any relaxation in the views of holders. The
sales during the first week were to a fair extent,
and the market continued very quiet. The Hiber
nia’s accounts received about the Bth 6f the month,
imparted a firmer tone to the market, and. from
that period until the 25th, prices became gradually
tidier under sales unusually heavy for the season.
Accounts from. Liverpool to the 4th August reach
ed hs on the 25th, giving additional confidence to
holders, and advancing mid lling cottons at the
«lose Os the Mnntk to lie. The stock on hand at
the close ol the year is large beyond precedent,
and the market closes with much firmness on the
part of holders.

Tne course of tuition for the second session wilj
commence, in Louisville, Kentucky, on the first

to their proficiency.
Instruction will be given by recitations, by ex
| animations, and by oral lectures and expositions, of
which six in every week will be given to each

A Moot Court will sit twice in each week, at
which a cause, previously given out, will be ar
gued by the students, and an opinion delivered hv
I the presiding professor.
The students will also be exercised in the pre
paration of legal instruments and pleadings.
The students of the Law Department of the
University are, by a provision of its charter, ooli
te 1 to a tend theLedtures on Mediea Jurisprudence
in the Medical Department without charge. A
curse of such lectures will be delivered to the Law
and Medical classes during the session.
The libraries ot the professors and also of the
practioners of law in the city will be open to the
students. A capital of near 53.000 having been
obtained, is about to be invested in the purchase of
•a Law Library, to which the students will have ac
cess.
Students who shall have attended two full courses
of instruction in this University, nr one in some
other school and one in this, or have practised the
profession one year, and attended one course of j
here, and have passed a satisfactory ex
amination, will he entitled, upon the recommenda- ;
tion of the Law Faculty to the Degree of Bache
lor of Laws, which the University is authorized to '
co ifer.
The fee is 520 to each professor, and the matri
culation fee 55.
Good board and lodging can be had in Louisville
and it> vici »ity for from 5-3 to 53 50 per week.—
The lecture rooms are in the new Court-House,
and are comm idious and comfortable.

Whereas, The Third Section of the Second Arti- j
cie of the Constitution of this State, reads, in the !
follow ing words, to-wit >—No personshall be cli- |
gihle to the Office of Governor who shall not
have been a citizen of the United States twelve
years, and an inhabitant of this State six r ears,
and who has not attained to the ftge of thirty
years, and who docs not possess five hundred
acres of land in his own right within the State,
and other property to the amount of four thousand
dollars, and whose estate shall not on a reasod
ble estimation, be competent to tke discharging
his just debts over and above that stun —and
whereas, said property qualification is inconsist
ent with the genius of our institutions and the
popular spirit of the age—
Section 1. lie it enacted by the Senate ami House
of Jiepresentutives, of the Stale of in Gen
eral Assembly met, and it is here*h>. enacted by the au
thority of the satne, That "So soon as this Act shall
have passed, agreeable to the requirements of the
Constitution, the following shall be adopted in lieu
of the Section above recited, to-wit: —No person
shall he eligible to the Office of Governor who shall
not have been a citizen of the United States twelve
years and an inhabitant of this State six years, and
who hath not attained the age of thirty-years.—

MOUNT EAGLE TRIPOLI.
4 REMARKABLE mineral, pronounced by
j J. jL geologists to be a great rarity in nature, and
known to them by the name of Tripoli, has lately
been discovered in this country, although hut in one
j bed, of very narrow limits, all owned by the “Mount
Eagle Manufacturing Company,” incorporated for
the sole purpose of its ihanufacture.
The article is excellent for burnishing andclcan
-1 ing all finished metallic and glass surfaces, such as
gold, silver, brass, Britannia and steel ware, win
dow glass, Set. Nothing has ever yet been discov
ered equal to the pure Tripoli, and the common
language of the consumer is, it is the best thing 1

highest price in the Augusta market. I recom
mend persons who want to purchase a first-rate
Gin to call on Mr. Wynne before they purchase, as
I think they will be well pleased with the said
Wynne’s Gins w hen tried.

I purchased last year a Cotton Gin of Thos. Wynne,
of Columbia county, and ginned my laat crop of
cotton with it, and 1 can say that it is a-' good as the
best Gin I ever used. My cotton last year wms
worse managed than it has been for fiiauy years
i previous, owing to my plantation being a distance
from where I live, and that attention was not paid
j to the cotton that should have been. Notwithstand
! ing, my cotton when carried to Augusta was sought
for by all the cotton buyers, owing to the neatness
of the cotton and freedom from nap and moats. I
believe there is no gins in the State from which
a better sample ol cotton can be shown, Carver
Gins not excepted.
