THE RIVER—Is getting low and the want of rain
is beginning tube felt. It is still high enough for steam
boat navigation, and as yet no difficulty has been expe
rienced in getting up goods from below. There is but
little down freight offering, and we have no change in
rates to notice.
NEW Y ORK, Oct. 2—Cohort—On Wednesday,
holders continued to press sales, but for the past
two days they have shown much less disposition to
sell. The market closes with a firm feeling, and
with little Cotton upon it that can be bought at our
quotations. The sales comprise 4WO bales, ot
which 1900 were Upland and Florida, thus ; Infe
rior none; Ord, to good or d.

Genesee Flour from old wheat sells at $5,59,
and from new wheat at $5,75 per bbl ; Michi
gan and Ohio, old wheat at $5,62, and new
wheat at $5,69.
About a third of the Flour arriving now is
extra brands, which sell at $6 a $>6,62£. Sour
Flour is also in demand at $4 a $4,50.
Corn is dull, sales Hat yellow at 65 a 66 cts.

The difficulty of negotiating Exchange has brought
the market nearly to a stand, and we put down the
sales at 200 bales.
Sugar. —3o hhds. strictly prime were sold to-day
at 6.4 c., a further decline.
rlonr. —Sales 400 bbls. Illinois at $4 25, and 100
bbls. Ohio new wheat at £ I 10.
Corn. —2B3 sacks prime Vellow were sold at 65c.
Salt. —sooo bushels Bonaire were sold at 28c.,
and 2500 sacks Turks Island at 75c.

cle of the Constitution of this State reads in the
following words, to-wit: —No personshall be eli
gible to the Office of Governor who shall not
have been a citizen of the United States twelve
years, and an inhabitant of this State six years, I
and who has not attained to the age of thirty
years, and who does not possess five hundred
acres of land in his own right within the State,
and other property to the amount of four thousand
dollars, and whose estate shall not on a reasod
ble estimation, be competent to the discharging
his just debts over and above that snm—ami
whereas, said property qualification is inconsist
ent with the genius of our institutions and the
popular spirit of the age—
Section L Be it enacted by the Senate and House
of Jlep resent at ires, of die State of Georgia, in Gen
eral Assembly met, and it is hereby enacted by the au
thority of the same , That so soon as this Act shall
have passed, agreeable to the requirements of the
Constitution, the following shall be adopted in lieu
of the Section above recited, to-wit ;—No person
