ed, at prices which did not vary materially from
those current on Friday. On Monday the demand
Blackened somewhat, though still some 25' 0 bales
were disposed of, at rather easier rates, and yes
terday the sales were 2500 bales; making a total
for the three days of 8300 bales, taken for England,
France and the North. The great difficulty in
Exchange negotiations, produced by the heavy
failures in Earope, already known, and the appre
hensions that the next steamer will bring further
disastrous accounts of the same character; together
with a continued scarcity of vessels, and an ac
cumulating stock, have necessarily given the few
buyers some further advantage, and we have again
to note a decline of fully an J of a cent, particularly
on grades from Middling Fair up. the Middling and
Good Middling qualities being most in request, and
consequently better sustained.
For Good and Fine Cottons there is yet scarcely
any demand, and they remain nominal, while our
lowest figures for Ordinary are only reached in
claS'ing round lots, there being no sales of any con
siderable parcels at so low an average.
The weather has continued of the most favora
ble character for the gathering of the crop, which
is in rapid progress, and we repeat that there is
every prospect of at least a full average yield being
secured in the section of country tributary to this
market.

MOUNT EAGLE TRIPOLI.
A REMARKABLE mineral, pronounced by
XjL geologists to be a great rarity in nature and
known to them by the name of Tripoli, has lately
been discovered in this country, although but in one
bed, of very narrow limits, all owned by the “Mount
Eagle Manufacturing Company,” incorporated lor
the sole purpose of its manufacture.
The article is excellent for burnishing and clean
ing all finished metallic and glass surfaces, such as
gold, silver, brass, Britannia and steel ware, win
dow glass, &c. Nothing has ever yet been discov
ered equal to the pure Tripoli, and the common
language of the consumer is. it is the best thing 1
ever saw. The genuine article is for sale by the

TO alter and amend the third section of the se
cond article of the Constitution of the State.
W iiereas, The Third Section of the Second Arti
cle of the Constitution of this State reads in the
following words, to-wit: —No personshall be eli
gible to the Office of Governor who shall not
have been a cifiv.en of the United States twelve
years, and an inhabitant of this State six years,
and who has not attained to the age of thirty
years, and who does not possess five hundred
acres of land in his own right within the State,
and other property to the amount of four thousand
dollars, and whose estate shall not on a reasod
hle estimation, he competent to the discharging
his just debts over and above that snm—and
whereas, said property qualification is inconsist
ent with the genius of our institutions and the
popular spirit of the age—
Section 1. He it enacted by the Senate and House
of Representatives , of the State of Georgia, in Gen
eral Assembly met, and it is hereby enacted by the au
thority of the same, That so soon as this Act shall
have passed, agreeable to the requirements of the
Constitution, the following shall be adopted in lieu
of the Section above recited, to-wit; —No person
shall be eligible to the Office of Governor who shall
not have been acitisen of the United States twelve
years and an inhabitant of this State six years, and
who hath not attained the age of thirty-years.—
