Now, in my bumble opinion, neither the Government nor the Treasu ry Circui try have been tho co rse of the pres -1 ant aiiparallele I dislre**, both in this country and in Europe. What then has been the cause of this great, this overwhelming distress? I an . swer The groat, and almost universal ccuniTt 1 of the American and English people, which has increased that wsrsr of all systom*,—called the ( Dvxarvo ststxk, having in' too many instance* ' in the Presidential chair of these Institutions, and ; in their direction, men winjnal to the task of i regulating lb# currency of ibis or any other coun ' try,—men, w hom the God of natuie intended for ! 1 poptwer ant gaugeibroad miter* and sillers,- ] witboa! lh« leqejAw A win, ul edixjuvn,—. 1 men, *s ennstitutrd by nature that the lesacna of < experience do them no good,—men, who have 1 issued their PROMISES TO PAY—in other words, their BANK CREDITS, loan unwar- i rantab c amount, and to Utoee too, who were not ' i deserving c. ,!i:. and who cannot now pay them , ten anln on if.e dollar, i alk and wiilc a* much a* we please about ihe Government and the Treasury Circular, thru ; (ii e not the enute, —the cause ia lo he found in , t;ie cupidity of mankind and the Hanking tyi tem. Public meeting* are being called in almost eve ry g'eat commercial city, to appoint commitiee* lo repair to tbo City nf Washington. To do what? To solicit M iitiu Van Uurcn to do tomt thtng, lo alleviate the great di«trc»s of this coun try and Europe. It it nonttun,—all nun ten te. Although Marlin be a magician, still, be i* not magician enough to alter the fixed lain* of nature, nor the unnltera'jle luivt of commerce, With a* much propriety might committee* be j appointed, to vvail on and solicit .Mart n Van Bu ren lo slop the progress of a tremendous thunder gust or tornado, at to slop the commercial re'o lotion now going on in this country and in EJ" rope. Nothing can tiny lit proffrem. It lias been produced by folly auJ madness, and fdly and madness must reap the fruits of their isbor. Would to God that only those who liava bodl up «nd encouraged tho systom, were brought ndtliin the vortex, but unhappily for tho innocent, they too must sutler with the guilty. Til* Bjviciho stbtzm is a btstk.m that k.v.hhacks ail —and, my countrymen, if you allow this system to go on gathering alrcngth day by day, and night by night, the years will be few in number, lief re the yeomanry, who nre now the mighty of our Republic, will be but as the ttrft of Russia, I have said that cupidity and the Banking sys tem is tbe came of the present distress. Let us examine a little, and endeavor to ascertain, wheth er I am right or wrong in this position. Since the year 1830, there has been created in the United Stales, three hundred niidfflysevcn Banka, and one hundred and forty-six Branch es, and the circulation of Bank Notes or cred its has been increased, from SIXTY-ONE MIL LIONS DOLLARS, to ONE aND EIGHTY-SIMILL';Ls DOLLARS. The con..cquotrye of this ha* been, to erbale an arti jtciu! vatat to all description* of properly, which ir just beginning to find its level, and Unless the Bunkers go on und retire their circulation in accoidance with tbe valuation of properly in IS3I, they will all find themselves bankrupt. Tbe South—South-West, and Western Slate*, owe large amounts to the Eastern Stales, and they in turn, owe as large amounts to Europd. Now, the decline in the value of our exports will leave u* largely indebted, and specie wilt be ship ped to a greater extent than is generally expect ed. Nothing can save il, and that Banking In stituli.in which is found with on extended ciriit lution and a small amount of Specie, must go hy the boatd, Now, is it not evident, that the increased cir- I Illation of Bank Notes o credits, of ON E HUNDRED AND TWENTY-FIVE MIL LIONS OF DOLLARS, produced the art,ft at vahic which ha* been given to' properly for the few past years, and is it not equally evident, (hat the retiring of phis increased circulation, which has been going on for sometime past, and which •s still going on, and must continue to go on, (for the Bunkers have placed themselves in that con dition to compel them to squeeze the Inst dollar fiom their debtors) has brought about the pres ent unparalleled distress? Who can doubt il ? Not u rational—wed-informed, unprejudiced man. The Coroner’s inquest found a verdict accord ingly. From the New York Daily Express, May 3 Tuesday, P. M,—Private letters from London advise us that the hills of two largo drawers in Philadelphia, had been noted for non-acceptances. As one of the duuvers has since failed, these bills w ill no doubt cotnc back. A largo house which inakescotton purchases m this country (Bontly At Co.) had failed in l.ivorp ml,and another house in London, not, howeier, connected with Amcii ran trade. The. general tenor of the letters, so far us wc could judge, is lav. lahle. particularly as it is believed by many that the Bank of Eng land has gone tan far in her assistance of Ameri can houses to recede. This hits been another gloomy day in Wall street Stocks are lower than yestciday, and lower than they have been any day yet. Failures continue. One of the most respectable ami ex tensive brokers went down to-day, and another extensive importing house in Pearl street. One of the partners of which lias been a Director in tlie Bank of America from its foundation. If houses like these, that are, and have been for the In t twenty years, in highcred.t, and which have all the means of hank facilities to sustain them, fall, it is nut extraordinary that smaller ones should slop. The failure of Arthur Tappan has created much sensation in his large circle of f iends, and among all others, whoso attend n has hewn di rected toward him, on accoupt of the pecuniar! y of his position in the rountiy. This house has assests of over half a million, over and above all their liabilities; i; also hail the best us securities to offer, hut it was all in vain. From the New York Daily ixjirets May ilh, CITY NtIWS. Thursday P. M.—This is the gloomiest day we have ever witnessed in the city, one of our staunch est and host houses went down. The amount ot indebtedness of those that stopped yesterday afternoon is about eight millions. Confidence has apparently vanished. The Banks do all they can—they generally renew all paper that is re quired to be renewed, and without additional names. Stocks have again fallen to-day, and stand below any point that they have touched yet. STOCKS Thursday, P. M.—There is a perfect panic in the Money market. All descriptions of Stocks are nearly unsaleable. Those that did sell went down three per cent. Dclware went to 53- Mohawk 53—Harlem 39$—Boston & Providen ce and. Worcester were the only stocks that stood firm—Phcnix Dank B©—United Stales Bank 103 90 slimes U. S, Dank sold at the Stock Lx* change at 103. From the New York Herald. MONEY MAKKEI'. Thursday, May 4. It appears that the stoppage of ihe Messrs. Crary, arose from Ihe return ol bills of exchange by tlie last packet from Fnglaml, to the amount 0f£33,000 sterling, or $115,000. These bills were drawn by the Hermans, of New Orleans on the house of l.izardi, of London. The house ol Lizardi would not accept the bills, ami they were accordingly returned under protest. I* rotti Ibis fact it would appear that the confidence of the London house had become shaken in the New Orleans house as early «s the close of March last. By a singular coincidence it would also appear to be about the-ante time that the Hetmans failed in Now Orleans. From this fact wc should judge that, at tho last dales, there was a general opin ion in England of extensive failures and bank ruptcy in this country. Their most sanguine hopes will have hcen amply gratified long Wore this time. The failure of P. & J. 8. Crary is melancholy, A few days ago they were believ ed impregnable—as staunch as the banks —stron- ger than the Rocky Mountains. They have been largely engaged in foreign exchange—the cotton trade—New Brighton properly, and var ious other speculations. The failure ofNcvins & Co is generallv as cribed to the extraordinary fall in Dry Dock Bank stock—a fall of 80 percent in x fin weeks, being at IG3 a short time since—now 80, or (Itera tion ts. The other failures, to the number of eight or a dozen arc in various lines of business—drug gists, cotton dealers, southern Jobbers, and var ious other description* Potnrro) & Bull, famous wine merchants. *m carried «w»y in th* crash ' that took Arthar Tappan from the land of the solvent. It msy he recollected that Ponte- i roy Ac. Dud male themselves famous a few I y.r* ago for adv-r i iug Ihe pure juice of the gtiiiM- l;r tanivu'al u-es. Since that unto In nor; Lav.-ha* *oper-ec«d them lii.lhdi piety , -n>l pure juices, 'i his great Hood us failure* has l>eeli caused, or precipitated, by the last packet, ! wllielt brought back latge quantities of protested j hills of Exchange. In such a gloomy stale of things, the slock and 1 general market* yesterday opened Cinder a spe cies of panic. All slocks fell more or less, but s'rne ol them went dow n fully 5 to 6 per cent. The .Mechanics Bank is now quoted at 80— I the United States Dank is down to I iO, and all j others in proportion. An universal disruption of I confidence is liegining to prevail. From every i quarter these accounts arc pouting in upon us j more di dressing than another, I Uncurrent money is still in a very unpleasant , predicament. New England notes are redeemed I in small quantities-but Safety Fund notes nfe i dillieull to negotiate. We learh, however, that j the olu Bank of Buffalo is freely icileemed in Wall street by P.II Pedoon, broker. Let those who have such hills lake them to that place and get money that will pass. The drain on the banks still continues, and rathtr increases. The loafer meeting in the Park did not create any disturbance, nor could it add to the panic already abroad in the world. We observed ye-terd iy,among many other persons draining the hanks of the specie, one old man with a hoy, who was hired for a shilling, to carry up town to tho old man’s house SISOO in specie, which he drew from Ihe hank in one haul. There is also a general talk hegininng now to break out about the suspension of specie pay ments by the hanks. The people arc beginning to fear that the banks will take them suddenly, ami suspend some morning. Yesterday afternoon the failures continued as ever. Another batch of ten or twelve of our hea viest houses went by the board, for an amount of several millions. Among them was 8. & F. Door & Co., large importers—Slone, Swan & Co., importers apts commission merchants. Bank ruptcy aj,d failures ate so fiequcnt, that allfasti •li jusness and delicacy arc gone. During the present week, probably 30 or 30 large houses have gone, for an amount equal to fifteen m j|. lions. Every arrival from Europe brings back bills, and down goes a whole block ip. one crash. Ihe news by the express mail last evening is equally as disastrous. From the east there is nothin?hut trouble. In the mean lime, the gov ernment is busy buying bank scrip and setting new banks in operation, just at the moment that all tho hanks arc on the verge of bankruptcy. The following extract is from the Louisville Ad vertiser of 251 h ult. .Arkansas Bonds, —The Commissioner has disposed of Arkansas scrip lor $300,000, to Ihe Secretary of War, and the Bank of Arkansas will of course, soon he put into iporaiion. The nego tiation at. Washington was a lucky hit for your young sister, as it must lu'difficult, if not imprac ticable, *,o sell Stale bonds in tike Atlantic cities under present circumstances. Thus it is. At Ihe same moment the gov ernment is selling its hanks in motion in the west their hanks here arc beginning to hesitate about paying their notes in specie. We are informed tliaWyeslciflay a gentleman called on the Me chanics Bmk all mt 11 o’clock, to get pay in spe cie lor a $530,000 note, and they evaded paying I the note till near 3 o’clock. What is the mean , ing of this I Have the pet banks received Treas ury orders not to pay their notes on demand 1 Doc* the government want to lay bands on the specie and thn prevent the public train gelling their'own I What are we coming to I , The general embarrassments of the foreign . trade arc beginning to affect Ihe revenue. It ap pears that the receipts for the last quartmqending 31st March, amounted to $3,760,333 —the pub lic disbursements in the same lime, $7,409,781 balance in surplus, $1,358,591. The whole sur plus on hand is now only $0,687,612, exclusive of the distribution to be made in July and Octo ber.
