To regulate Retailers of Spirituous Liquors and 1 others , and to prevent colored persons assembling or loitering in or about the houses < ccupied by them or the premises connected v:ilh such houses. lie it ordained by the City Council of Augusta, j That no person of color vvlielbf r bond or free shall bo permitted to assemble or loiter in any house r where spirituous liquors arc retailed or in and about c the door thereof, and shall not be allowed lo remain therein longer thou wlnlo uetu illy engaged in pur chasing such uniclea as limy may bo lawfully nu- . tborized to purchase, nor shall any such person ol color bo allowed to outer or remain in any inner or baeK room or on the premises connected with such bouse, under a penalty of not iimro than twenty . lashes, to be inflicted by order of the Mayor or any two Members of Council, and the owner or keeper . of such house, whether he or she shall have a li- \ cense or not, shall forfeit and pay not less than live nor more than twenty dollars, in every case w here # such persons of color may bo found assembled in lusor her house or at the door thereof, or shall he found loitering therein, contrary to the true intent and moaning of tins ordinance —and any such slave or free person of color not having a written permit from his ow’iier or guardian may ho taken up and lodged in the guard room, and shall be dealt with in (he same manner as slaves, and free persona cf color found out, after 9 w'clock ut night, without a _ lawful ticket; and it shall he lawful lor cither of the Marshals or City ConsUftbles-to-euter at all hours into such house or the .premies connected there with, and examine lbe*saine, and arrest any slave or . free person of color found therein without a ticket, and if any person shall refuse admittance, resist, - oppose or assault any such officer while in the exe- J cution of any of the duties imposed by this ordi nance, such offender, if a white person, shall forfeit and pay a fine of not less than twenty five nor f more than one hundred dollars ; and il a slave or free person of color, shall receive any number ol I lashes which may be adjudged by the Major or two Members of Council, not exceeding twenty ut *■ any one time. ( Nec. 1., Be il ordained by the City Council of Augusta, That from and alter the passage of this ordinance, there shall be on annual tux of two linn- , dred dollars imposed on each and every Agency of any Insurance Office which now is, or may heraaf - lor be established in this city; and it shall bo the duty ofthe Agent of such Insurance Office, lo make return of such Agency to the Glerk ol Council, oil , or before the fust day ol February in each year. 1 Sec. 2. And he il farther ordained, That when such Agency shall be established, after the period fixed lor making returns, it shall bathe dmy ofthe Agent lo niake return to the Clerk of Council, who shall assess a tax, folably, having reference to the lime which shall‘intervene between the period ol the year when such agency commenced, awl tho time when llie next annual return is lo be made. Sec. 3 And be it further ordained, That when the Agent of such Insurance Office shall neglect or ret use to make returns, or shall refuse to pay tho lax imposed by this ordinance, after the returns arc made, it shall be the duty ofthe Clerk ol Council, and Iho Collector and Treasurer of the city lo pro ceed to collect the same m the manner pointed out | in the 34th and 35th sections of the General Ordi nance. Ist Bo it ordained bv the City Council ql Augusta, That from ai.d alter the passage of this ordinance, there shatl be a Tax of one quarter ol ono per cent on the capital employed by every Ex change Broker or firm of Brokers, now transact ing, or maytwho hereafter transact business in this city, either personally or by agent or agents; and it shall he lire duly ot every Exchange Broker, or ene of each firm, cilher personally or by an agent or attorney, to make to tire Clerk of Council, on or bolero the first day of February in each and cvely yeas, a return, on oath, of the amount ol capital 1 employed in his or their business, on which a Tux is hereby imposed.
