civil war, for instance, but they were “volunteer soldiers" when they

militia officered and organized very much on the lines I suggest, not as

THERE. Although the country is still young they have a fine system
of coast defense with each fort manned by r, permanent garrison ami
a large force of artificers to keep tho guns in. order. Theu fchev have
their SECOND LINE OF DEFENSE for that arm of the servico
in a militia offioered by thoroughly trained men and that miiitia works
hard from year to year on the guns of tho fort to which it is attached.
