the county supervisors at the outset—

to give consideration to them. Millions

There are exceptions to all rules,

Resides that, there is a financial
wisdom i\ limiting county bonds for
road improvement. In many cases
those bonds sell at a premium, and
every body interested gains a benefit.
In some Southern States good road
bonds have brought a price so high
that the premium has wiped out two
or three years’ interest on the principal.
In Rrudley County, Tennessee, imt a
few years ago. the supervisors voted a
bond issue of $90,(Hit). Those bonds
bore iptcrest at the rale ofilve per cent.
So enthusiastic were the citizens for

confidence did they have in the local

mium was. $20,000: the cash sales
