LATER FROM EUROPE. ARRIVAL OF THE LEGAL ADVERTISEMENTS. AMERICA. Halifax, August 15.—Tha atea-mer Amer en, has arrived with one week's later news from Europe. Liverpool, August 4.—Cotton lias declined 1-1G to Jd., but closed steady. Sales of the week 35,000 bales. Breadstirifs unchanged. Consols 91 to 91 j. Nothing new from the war. Additional per America. The latest advises from Sebastopol state that everything will be prepared for action within 15 days, nne then a general assault will be made. A grand expedition, by land and sea, is assembling at Kamieseh Bay. The Russians have succeeded in taking ‘he rifle pits, in front of the French Sap pers. It is reported in Paris that the French government received notice that the bom bardment of Sebastopol has been resumed, preparatory to an assault. The Viceroy of Egypt is enlisting the Bedouins for the Crimea. The very latest by telegraph from London to Liverpool, was received on Saturday at noon. The Allies have raised the siege of Sebas topol. The Western Powers have received a communication of startling interest from Germany. The fortification of the Allies at Azoff is progressing ; and the rear of the Russian army is threatened. England.—The Queen’s message to Par liament proposes additional provisions for the prosecution of the war. The Chancellor of the Exchequer moved to Exchequer hills to the amount of £7,000,- 000. The enlistment of tnon at flalifax for the war with Russia, has been stopped, to pre vent the possibility of a difficulty with the United States. It is rumored that Spain will send a con tingent army i<> the Crimea: but it is doubted. It is reported that Spain would ask there for a territorial guarantee, including Cuba. Private correspondence from Lombardy and Venice indicate that important events were nearly ripe. ARRIVAL OF THE LEBANON. Columbia, August 15. The siege Operations are progressing slowly. Flour dull—the weather being more fa vorable for the harvest. Prices incline downwards. Wheat unchanged. The mar ket for Lard lias advanced one shilling. The Austrio-llussia-fJermanic relations gave a dull tone to everything. The exehungc of the prisoners of war will 1 si continued. The French officers speak in high terms of the manner in which they were treated by the Russians. The report of Simpson’s resignation gains ground. PeliHsier is said to have made a disposi tion for the expocted nssault. Ouiirobert will command the right col umn and Simpson the left, both Iteing sup ported by numerous reserves under Pelis- sier. On the night ot the Itith the Russians made a sortie on the right. French works in front of Maiueloii. The cannonade and fire from muskets was exceedingly heavy. There is but little sickness in the allied camp. The French talk of being ready for an other assault in a fortnight. The Ereach works are close to the abat- tis of Malakoff. and before making a fresh assault tin attempt will be made to destroy it. The Russians arc still at work repairing. Redan—An exchange of shot and shell is almost incessant. .Yc/r Orleans, August 14.—The Know- Nothings have elected the Judge of the Second Kistriet Court, by 1,155 majority. From Washington. A primary meeting had been held in Washington for the formation of a Repub lican party. The object of the organiza tion is to elect Seward President. A State Republican Convention of Massachusetts is called at Boston on Thursday. The call is Mgned by prominent men of all jiarties. Health of Mobile. The interments last week were only 20, nf which 12 were children under two years of age. There was no death from fever of any kind reported. Aeir York, Aug. 14—The steamer Cre scent City with advices from Havana to’tho 8th inst. All the creoles in Cuba who have become citizens of the U. S,. have been or dered to leave the island forthwith. The vomito was raging among the troops at Porto Bico, 1500 had died. Midshipman Cain died of yellow fever on hoard the Fal mouth, on her passagebmne from Key West to New York. Ijjuisville, Aug. 15.—Moorhead’s majori ty is 4259-all the State heard from. The official may change it a few hundred. Cincinnati, Aug. 15, noon.-—Flour steady, demand moderate. Sales at 7.00@7.05. Corn dull, at 70c. Wheat firm, at 1.25. Lard—prime 10£.
