be subject to any pecuniary li
ability thereon, nor shall the
Bonds constitute a charge, lien
or encumbrance upon any
property of the Issuer, said
State, any political subdivi
sions thereof or said County.
No owner of the Bonds shall
ever have the right to compel
the exercise of the taxing
power of said County, said
State or any political subdivi
sion thereof to pay the same or
the interest thereon. The Is
suer has no taxing powers.

“Bonds”) in the maximum ag
gregate principal amount not to
exceed $96,000,000. The
Bonds are to be issued by the
Housing Authority of the
County of DeKalb, Georgia (the
“Issuer”) for the purpose of
providing funds to finance in
part the cost of the acquisition,
rehabilitation and equipping of
public property used for essen
tial governmental purposes
comprised of an approximately
566-unit multifamily housing
rental development for families
known as Park at 500 (the
“Project”) to be owned by
HADC Park at 500, LLC, a
Georgia limited liability com
pany, a wholly owned subsidi
ary of the Issuer wherein the Is
suer is the sole member and
