GA, ATTN: Lawton Jones,
Technical Services Director,
and should be plainly marked
as “Village at Legacy - Phase II
General Contracting,” with the
proposer’s name, the date and
time, for receipt of proposal. All
proposals submitted by mail will
be collected at the above-men
tioned address at 8:30am, loc
al time, on the day mentioned
above and held unopened at
the office of the housing Au
thority until 1:00pm, at which
time all bids will be publicly
opened and read aloud. If your
bid is not received by 1:00pm,
your bid will not be accepted.
Please allow plenty of time for
traffic.

etc.).

F. Pre-Proposal Conference:
The Authority recommends all
interested vendors to attend a
Pre-Proposal Conference meet
ing being held on Thursday,
March 21, 2024 at 10:30 am
EST at the Decatur Housing of
fice, 511 West Trinity Ave, Dec
atur, GA 30030. This meeting
will be a chance to ask ques
tions about the bid process,
plans, or scope of work. There
is street parking in front of the
building on West Trinity.
G. A certified check or bank
draft, payable to the Housing
Authority of the City of Decatur,
U.S. Government bonds, or a
satisfactory bid bond executed
by the bidder and acceptable
sureties in an amount equal to
five percent (5%) of the bid
must be submitted with each
bid. The successful bidder will
be required to furnish and pay
for a satisfactory performance
and payment bond or bonds.
All bonds must be signed by a
Georgia Resident or Resident
Agent.

the fact that no less than the
minimum salaries and wages
as set forth in the contract doc
uments must be paid on this
project, and that the contractor
must ensure that employees
and applicants for employment
are not discriminated against
because of their race, color, re
ligion, sex, or national origin.
I. Contractor shall be licensed
in accordance with the laws of
the State of Georgia. Proof of li
censure will be required on the
outside of the Bid Envelope be
fore bid will be considered.
Subcontractors whose con
tracts exceed $50,000.00 must
also be licensed according to
the State of Georgia Law and
show proof thereof. Additional
sustainable construction quali
fication information will be re
quested of the bidders. De
tailed requirements will be out
lined in the bid package. Multi
family Housing and Sustain
able construction project exper
ience will be requested from
the bidders and considered
with the bids.
J. Note: Bidders are advised
that any misrepresentation of
information contained in the bid
package for previous work per
formed or negative information
received by the Housing Au
thority concerning past work
performance will be grounds for
rejecting said bid proposal.
K. Any bidder who does not
meet the qualifications require
ments will not have their bid
considered.
L. The Housing Authority of the
City of Decatur reserves the
right to reject any or all bids or
to waive any informality in the
bidding. No proposals may be
withdrawn for a period of sixty
(6) days after the receipt of the
proposal without the consent of
the Housing Authority.

N. Bids may be held by the
Housing Authority for a period
not to exceed sixty (60) days
from the date of opening of bids
for the purpose of reviewing
them and investigating the
qualifications of the bidders,
prior to awarding the contract.
Any successful bidder who
withdraws their bid for any
reason within the 60-day peri
od will forfeit the five percent
(5%) bid bond.
