Earlier this month the Barrow County Emergency Services received new self-contained breathing
appartus following approval by the Barrow County Board of Commissioners. This purchase has
helped us to truly improve on firefighter safety which is a top concern,” said Chief John Skinner.
BCES receives new SCBA devices

Barrow County Emergency Ser
vices recently put all new self-con
tained breathing apparatus (SCBA)
into service on all equipment.
“The SCBA's were purchased
through the capital purchasing bud
get this year,” said Chief John Skin
ner.
“Approval by the board of com
missioners allowed us to purchase
them to replace our outdated ones.”
The SCBA's are manufactured by
MSA Safety Incorporated and fea
ture many of the newest technolo
gies available.
Some of the improved designs
include both a digital pressure dis
play and a gauge so that firefighters
can easily determine the amount of
air remaining in their air cylinder.
They also have a microphone system
that will enhance communication
between firefighters when working
inside hazardous conditions.
The system also includes
improved ergonomics of the pack
that will help to reduce the physical
exertion of the firefighters when
wearing SCBA’s.
The system also has a quick con
nect system that will allow fire
fighters to more readily swap empty
bottles for full ones.
This can make the difference
between life and death for trapped
firefighters, BCES officials said.
The system also has improved vis
ibility and improved monitoring of
the remaining air.
Each firefighter will receive their
own mask for the SCBA that will be
fitted to their facial structure.
“This purchase has helped us to
truly improve on firefighter safety
which is a top concern.” said Chief
Skinner. “We thank the board of
commissioners as well as the citi
zens of Barrow County for allowing
the purchase of these SCBAs. It
allows us to meet current federal
guidelines and enhances the life
safety of our firefighters and our
citizens.”
Auburn man arrested for criminal trespass
Man gives false name,
still ends up arrested
The Barrow County Sheriff’s Office reports the following
arrests:
•Andrew Scott Nethers, 28, of Gainesville Highway, Wind
er; speeding, driving while license suspended or revoked,
giving false name, address or date of birth to a law enforce
ment officer and willful obstruction of a law enforcement
official.
• Valdis Antonio Startks, 30, of Missi Lane, Winder; felony
probation violation (3 counts).
•Jake Scott Kennedy, 34, of Cleveland Road, Bogart; felo
ny probation violation.
•Melissa Davis, 40, of Snowsmill Road, Monroe; theft by
taking.
•Brandon Scott Steedley, 32, of Wages Circle, Dacula;
felony probation violation (2 counts) and failure to appear.
•Robert Michael Rittweger, 31, of Clarence Edwards
Road, Bethlehem; violation of family violence order.
•Colleen Danielle Jennings, 36, of Lokey’s Ridge Road,
Bethlehem; failure to obey police officer directing traffic and
fleeing/attempting to elude a police officer.
•Becky Thompson Orr, 54, of Highway 82, Winder; shop
lifting.
•Christopher Allen Solomon, 32, of Sunset Drive, Statham;
probation violation.
•Zachary Ryan Smith, 38, of Forest Valley Way, Cumming;
felony probation violation.
•Robert Kevin Crutchfield, 40, of Ashley Downs Court,
Loganville; driving on wrong side of road.
•Jeremy Ray Guthrie, 41, of Yarbrough Ridgeway Road,
Maysville; probation violation and tag light required.
•Oscar Bernard Reed, 36, of Bells Ferry Road, Marietta;
possession of marijuana and speeding.
•Javier Alaiza Olalda, 32, of Bryanwod Drive, Winder;
driving without a valid license.
•Diane Nina Snow, 61, of Boss Hardy Road, Winder;
shoplifting.
•Phillip Evan Butler, 23, of Lacey Lane, Winder; sentenced
inmate.
•Kevin Donald Watkins, 53, of Park Lake, Monroe; fail
ure to report accident with injury/death, duty upon striking
unattended vehicle and hit and run/duty of driver to stop at
or return to the scene of an accident.
•Randall James Glenn, II, 39, of Mayweather Drive, Beth
lehem; probation violation.
•Eugene Richardson, 55, of Heath Row, Decatur; failure
to appear.
•Michael Holliday, Jr., 26, of Amelia Way, Statham; driv
ing under the influence of drugs (DUI/drugs), following too
closely, too fast for conditions, improper/erratic lane change,
seat belt violation and possession of methamphetamine.
WPD makes several arrests
The Winder Police Department reported the following
arrests:
•Leslie William Forseberg, 31, of 2nd Street, Winder;
criminal trespass, false imprisonment and aggravated assault.
•James Kennedy Hayes, 53, of Elm Street, Winder; litter
ing highway and open container violation.
•Jabrai Sanchez Johnson, 27, of Atlanta Avenue, Winder;
sale of a schedule I or II controlled substance.
•Scott Randall May, 41, of Lawrenceville Road, Logan
ville; purchase, possess, manufacture, distribute or sale
marijuana.
•Marc Jay Sailers, 55, of Clifton Drive, Winder; purchase,
possess, manufacture, distribute or sale marijuana.
•Leslie Michelle Berkley, 40, of Lawrenceville Road,
Loganville; purchase, possess, manufacture, distribute or
sale marijuana.
•Joshua Shane Myers, 32, of Sandpiper Drive, Monticello;
giving false name, address or birthdate to law enforcement
officers and hold for other agency.
•Marquarvis Joeanthony Camp, 26, of Dreamland Circle,
Winder; sale of a schedule I or II controlled substance (2
counts).
•Amanda Nicole Harville, 23, of Poplar Street, Monroe;
urban camping and improper use of public places.
•Allison Reese Bythewood, 51, of Berea Road, Com
merce; probation violation.
•Robbie Nell Nash, 72, of Williamsburg Way, Winder;
cruelty to children and battery/family violence,
•Kathryn Sierra Lerch, 26, of Ashwood Court, Winder;
battery/family violence.
•Yolanda Louise Hammond, 43, of Russell Cemetery
Road, Winder; warrant arrest and probation violation.
•Darrell Jerome Jackson, 33, of Highway 82, Statham;
willful obstruction of law enforcement officers and hold for
other agency.
•Sherman Antonio Dallas, 45, no address given; giving
false name, address or birthdate to law enforcement officers
and warrant arrest.
•Dana Antwan Kinney, 37, of Elm Street, Winder; warrant
arrest.
Winder man arrested for
impersonating police officer
A Winder man has been arrested after impersonating an
Atlanta police officer.
Joseph Healy Kienzle. 48. was charged with imperson
ating a public officer and was booked into the Hall County
Jail following a traffic stop in Oakwood on June 14.
Kienzle was initially stopped in May on Mundy Mill
Road and Continental Drive. He identified himself as
an Atlanta Police Department officer but said he left his
wallet and credentials at home. He said he was running
errand and was given a written warning. After his story
later did not check out, an arrest warrant was issued but
his address on file was out of date.
The Auburn Police Department reported six recent
arrests in the past week including:
•Jack Edward Curtis, 35, of Chippewa Run, Auburn;
criminal trespass.
•Dennis Richard Knight, 31, of Yargo Lane, Winder;
driving unsafe/improperly equipped vehicle, possession
and use of drug related objects, giving false name,
address or birthdate to law enforcement officials and
driving while license suspended or revoked.
•Timothy Wayne Coffee, 28, of Carl Bethlehem Road,
Winder; possession and use of drug-related objects and
giving false, name, address or birthdate to a law enforce
ment officer.
•Johnny Dwayne Bradford, 29, of Quail Court, Wind
er; sale of methamphetamine and felony probation
violation.
•Christian Peavy, 18, of Parks Mill Road, Auburn;
battery.
•Vicki Lynn Page, 51. of Main Street. Auburn; theft
by taking.
Inmate death officially ruled accidental by GBI
A Georgia Bureau of
Investigation inquiry into
the death of Barrow Coun
ty Inmate Jonathan Ray
Manus, age 39, of Auburn,
has determined there was
no foul play.
Manus had been booked
into the Barrow County
Jail on April 13.
On April 17, Manus was
found unresponsive and
was transported to North
east Georgia Medical Cen
ter in Gainesville where he
subsequently died on April
18, reports indicated.
On that day, Barrow
County Sheriff Jud Smith
requested the GBI investi
gate the death.
A review of records
maintained by the sher
iff’s office and subsequent
interviews of jail person
nel revealed no foul play.,
the report indicated.
An autopsy conducted at
the GBI Crime Lab deter
mined Manus’ death was
accidental due to a ground
level fall.
Notice to the Public
On Monday, June 27, 2016, the proposed budget of the City of Winder for the fiscal year ending
June 30, 2017, will be submitted by the Mayor to the City Council for consideration. Beginning
June 27, 2016, the proposed budget will be available for inspection at no cost inside the Winder
Customer Center, 45 East Athens Street, between the hours of 9:00 am and 4:30 pm Monday
through Friday. Copies of the proposed budget can be purchased at the Customer Center for $.10
per page or on a CD for $2. The proposed budget will also be available for viewing and/or
printing from the City’s website at www.cityofwinder.com on June 27, 2016.
On Tuesday, July 5, 2016, at 6:00 pm, the City Council will hold a public hearing in the Council
Chambers of the Community Center at 113 East Athens Street, Winder, GA, for the purpose of
receiving comments on the City of Winder’s preliminary budget for the fiscal year ending June
30, 2017.
On Tuesday, July 12, 2016, at 6:00 pm, at the regular Council meeting held in the Council
Chambers of the Community Center at 113 East Athens Street, Winder, GA, the Council will,
among other agenda items, take final action on the City of Winder budget for the fiscal year
ending June 30, 2017.
