This purchase has helped us to truly improve on firefighter safety which is a top concern,” said Chief John Skinner. BCES receives new SCBA devices Special to the Barrow Journal Barrow County Emergency Ser vices recently put all new self-con tained breathing apparatus (SCBA) into service on all equipment. “The SCBA's were purchased through the capital purchasing bud get this year,” said Chief John Skin ner. “Approval by the board of com missioners allowed us to purchase them to replace our outdated ones.” The SCBA's are manufactured by MSA Safety Incorporated and fea ture many of the newest technolo gies available. Some of the improved designs include both a digital pressure dis play and a gauge so that firefighters can easily determine the amount of air remaining in their air cylinder. They also have a microphone system that will enhance communication between firefighters when working inside hazardous conditions. The system also includes improved ergonomics of the pack that will help to reduce the physical exertion of the firefighters when wearing SCBA’s. The system also has a quick con nect system that will allow fire fighters to more readily swap empty bottles for full ones. This can make the difference between life and death for trapped firefighters, BCES officials said. The system also has improved vis ibility and improved monitoring of the remaining air. Each firefighter will receive their own mask for the SCBA that will be fitted to their facial structure. “This purchase has helped us to truly improve on firefighter safety which is a top concern.” said Chief Skinner. “We thank the board of commissioners as well as the citi zens of Barrow County for allowing the purchase of these SCBAs. Winder man arrested for impersonating police officer A Winder man has been arrested after impersonating an Atlanta police officer. Joseph Healy Kienzle. 48. was charged with imperson ating a public officer and was booked into the Hall County Jail following a traffic stop in Oakwood on June 14. Kienzle was initially stopped in May on Mundy Mill Road and Continental Drive. He identified himself as an Atlanta Police Department officer but said he left his wallet and credentials at home. He said he was running errand and was given a written warning. After his story later did not check out, an arrest warrant was issued but his address on file was out of date. Inmate death officially ruled accidental by GBI A Georgia Bureau of Investigation inquiry into the death of Barrow Coun ty Inmate Jonathan Ray Manus, age 39, of Auburn, has determined there was no foul play. Manus had been booked into the Barrow County Jail on April 13. On April 17, Manus was found unresponsive and was transported to North east Georgia Medical Cen ter in Gainesville where he subsequently died on April 18, reports indicated. On that day, Barrow County Sheriff Jud Smith requested the GBI investi gate the death. A review of records maintained by the sher iff’s office and subsequent interviews of jail person nel revealed no foul play., the report indicated. An autopsy conducted at the GBI Crime Lab deter mined Manus’ death was accidental due to a ground level fall. Notice to the Public On Monday, June 27, 2016, the proposed budget of the City of Winder for the fiscal year ending June 30, 2017, will be submitted by the Mayor to the City Council for consideration. Beginning June 27, 2016, the proposed budget will be available for inspection at no cost inside the Winder Customer Center, 45 East Athens Street, between the hours of 9:00 am and 4:30 pm Monday through Friday. Copies of the proposed budget can be purchased at the Customer Center for $.10 per page or on a CD for $2. On Tuesday, July 5, 2016, at 6:00 pm, the City Council will hold a public hearing in the Council Chambers of the Community Center at 113 East Athens Street, Winder, GA, for the purpose of receiving comments on the City of Winder’s preliminary budget for the fiscal year ending June 30, 2017. On Tuesday, July 12, 2016, at 6:00 pm, at the regular Council meeting held in the Council Chambers of the Community Center at 113 East Athens Street, Winder, GA, the Council will, among other agenda items, take final action on the City of Winder budget for the fiscal year ending June 30, 2017.
