Barrow County Fire Department
New assistant fire chief named
Mark Melvin has been pro
moted to assistant fire chief for
the Barrow County Fire and
Emergency Services.
Barrow County fire chief Robert
Post placed the assistant chief
bugles on Melvin during a recent
ceremony at the department’s
headquarters.
Melvin began his fire career
when he joined the Navy in 1992
and was assigned to a ship board
firefighting detail. He served
through 1996.
After leaving the Navy, Melvin
attended college working on a
wildlife management degree. He
started volunteering as a firefight
er with the Oconee County Fire
Department in 1997. He continued
with Oconee County through 2005
and has recently returned as a
volunteer.
In 1998, he started as a full
time firefighter with the City of
Smyrna, where he received his
certification as an emergency med
ical technician. In 2000, Melvin
came to Barrow County Fire and
Emergency Services. He obtained
his paramedic certification in
2001.
During his career with Barrow
County Fire and Emergency
Services, Melvin has worked up
through the ranks holding the posi
tions of lieutenant, captain, battal
ion chief and now assistant chief.
He was appointed to the Barrow
County Emergency Management
Agency as deputy director in
August of 2005 and is an active
member of the local emergency
planning committee.
Melvin is a certified emergen
cy manager, holds an associate’s
degree in both fire science and

arts, and is currently working
towards a bachelor’s in manage
ment degree. Melvin has attended
many classes at the Georgia Public
Safety Training Center and in July
he will be making his first trip
to the National Fire Academy in
Emmitsburg, Md.
He and his wife, Beth, have been
married for five years. They have a
four-year-old daughter and a nine-
month-old son.
“I am looking forward to work
ing as the assistant chief as this
department grows,” Melvin said in
a statement. “To be the first assis
tant chief in a growing organiza
tion like ours is very exciting.”
Assistant chief Melvin will over
see the operations division, which
includes fire suppression, emer
gency medical services, education
and safety.
“We are privileged to have Mark
as our assistant chief,” said chief
Robert Post in a statement. “He
will be a great asset to the Barrow
County Department of Fire and
Emergency Services.”
Firefighters receive training
Six personnel from Barrow County
Fire and Emergency Services recent
ly attended an advanced officer train
ing class in DeKalb County.
All six personnel are currently
fire officers within the department
and attended the two-day training
session called, “Battalion Chief
Development Class.”
“This was an opportunity for sev
eral of our lieutenants and battalion
chiefs to take the advanced training,”
said spokesperson Lt. Scott Dakin.
“The course allowed the personnel
the opportunity to learn some valu
able information that they will use
in performing their duties as a fire
officer in the department.”
The course was taught by assis
tant chief Ron Dennis of Avondale,
Ariz., and was held at the DeKalb
County fire headquarters.
Topics included accountability
expectations of fire officers, chief
officer commitment to safety, the
leadership challenge and other
topics. The course was offered to
assist and prepare in performing at
the level of battalion chief. There
were 140 fire officers from around
the state that attended the two-day
course.
The personnel from Barrow
County that attended were: battalion
chiefs John Skinner and Jonathon
Franklin; acting battalion chief Mike
Stoops; and lieutenants Kevin Locke,
Klint Harris and Ernest Weant.
“We are very grateful for the
opportunity to send these personnel
to the class,” Lt. Dakin said. “With
the knowledge gained they are now
better prepared to assist in the man
agement of the department.”

Police chase gas thief on interstate, GSP makes catch
Braselton police ended a brief chase last week
of a suspect who allegedly stole gas.
Police were told that the driver of a pick-up
truck with a North Carolina license plate stole
fuel from a gas station in Franklin County. A
Braselton officer waited on 1-85, near the Ga.
Hwy. 53 exit for a vehicle matching the suspect’s
vehicle.
When the officer spotted a vehicle matching the
suspect’s pick-up truck, the officer tried to make a
traffic stop. The suspect moved into the fast lane
on the interstate and sped up, police said.
The officer pursued the suspect for eight miles
on 1-85 before Braselton’s police chief told the
officer to end the chase. The Georgia State Patrol
was told about the vehicle and its passengers,
described as two black men.
State troopers later made a traffic stop and
arrested the men in LaGrange, according to
Braselton police.
BRASELTON INCIDENTS
The following incidents were reported to the
Braselton Police Department last week:
•theft by deception at the Subway on Ga. Hwy.
211, where an employee said a customer scammed
him out of $56. The employee said the customer
gave him the money, but later said he had smaller
bills. The customer confused the employee, who
was scammed out of $56. A Subway employee
said the same man, described as an older black
man, had done the same in the past at the store.
•dispute at the Pilot Travel Center on Ga. Hwy.
53, where a man told police that someone jumped
up on the side of his truck and hit the driver’s side
window with his fist. The victim said he didn’t
know why the man hit the window, which was
damaged during the incident. The victim didn’t
know where the man went after he left the area.
•theft by taking at a Jesse Cronic Court address,
where a construction foreman said someone stole
80 pieces of lumber from a construction site. The
lumber was valued at $132.
•criminal trespass at a Ga. Hwy. 124 address,
where a section of chain link fence around
Braselton-owned property was damaged. A town
employee told police that he saw two men on a
four-wheeler about 30 yards from a Braselton
sewer lift station on the property. The four-wheel
ers drove away, and the employee later found a
section of fence had been cut and rolled back to
allow access for a four-wheeler. The employee
said the same section of fence was damaged and
fixed in December 2007.
•theft by taking at the Inn at Chateau Elan,
where an employee of Chateau Elan told police
that his wallet was stolen. The employee said he
laid his wallet under a stack of linen and when he
returned 10 minutes later, it was gone. The man’s
driver’s license and Social Security card were in
the wallet.

Flashlight hides suspected methamphetamine
A Gainesville man tried to hide
methamphetamine in a flashlight,
according to Hoschton police.
An officer stopped the 28-year-
old driver for a traffic violation
and reacted “odd” to one of the
officer’s questions, police said.
When the officer asked if the
man had any marijuana or meth-
phetamine in his vehicle, the driv
er’s eyes grew wide, as if surprised.
The officer said the driver stared at
him for a moment and answered,
“no.”
The driver later allow the officer
to search his vehicle, where police
found a flashlight with suspected
methamphetamine hidden inside.
Hoschton police said if the sub
stance is confirmed to be metham
phetamine by the Georgia Bureau
of Investigation’s crime lab, the
man would be arrested later.
HOSCHTON ARRESTS
The Hoschton Police Department
made the following arrests last
week:
•Jennifer Leigh Saxon, 19, 152
Dixon Drive, Jefferson, disorderly
conduct and possession of alcohol
by a minor.
•Juan Espinoza, 46,4201 Pleasant
Lake Village Lane, Duluth, driving
while unlicensed or with an expired
license and operating a vehicle
without brake lights or signals.
HOSCHTON INCIDENTS
The following incidents were
reported to the Hoschton Police
Department last week:
•theft by taking at an E. Jefferson
Street address, where a man said
a box trailer was stolen from his
business.
•theft by taking at a Towne
Center Parkway address, where
an employee of a restaurant told
police that two teenagers ordered
calzones and fled out a back door
after eating them. A person who
matched the description of one of
the suspects was found in the area,
but the employee said he wasn’t
one of the offenders.
•criminal trespass at a Jackson
Trail Road address, where a woman
told police that she found a small
hole cut in the bottom of a chain
link fence next to a storage busi
ness. An officer also noted four-
wheeler tracks near the area, but
reported no other damage.
•criminal trespass at a Ga. Hwy.
53 address, where a man told police
someone stole a key from a bull
dozer parked near a business. The
man said the ignition switch was
damaged, but the bulldozer could
be started. There were no other
signs that the bulldozer had been
operated, police said.
•terroristic threats at a Pearl
Industrial Blvd. address, where a
man told police that a customer
threatened to kill an employee of
the business.
•possession of less than an ounce
of marijuana on Hwy. 53, where
an officer stopped an 18-year-old
Hoschton resident for a traffic
violation. When the officer said
he could smell marijuana com
ing from the vehicle, he asked the
driver if had the illegal substance.
The driver later admitted to having
marijuana and gave the officer a
small bag containing marijuana.
The officer gave the driver a cita
tion for possession of marijuana
and a tag light violation.

Rights Week to
be April 13-19

organizations, citizens and victims
of crime to recognize Crime Victims’
Rights Week on Wednesday, April
16, at 3 p.m. on the grounds of the
historic Jackson County courthouse,
located at 85 Washington Street in
Jefferson.
“April 13-19 is Crime Victims’
Rights Week when we honor victims
of crime and those that serve them
and rededicate ourselves to protect
ing the rights of victims of crime
and seeking justice on their behalf,”
Bridgeman said.
This year’s theme is “Justice for
Victims. Justice for All.”
“We must all remain vigilant in the
battle to protect the citizens of our
community and guard their rights
when they are victimized by crime,”
Bridgeman said. “Injustice to victims
weakens public safety.”
The public is invited to attend the
event.
