e lay this gentleman’s able and unanswer
able speech, upon the bill to postpone the
payment of the fourth instalment of the surplus
ifvenue to the States, in to-days paper. He
speaks like one who undeistands his subject in
all ms bearings. It is entirely free from the
hateful and polluting dogmas and ramings of
the politicians of the new school.

It is announced in a North Carolina paper
of the 20th inst. that Congress adjourned on
16ih. We have received proceedings up to
the 14’ib. Among other important measures
we observe the loss of the ‘‘divorce bank
