speech. He left the county of Green, in which he |
was born and raised, about the end of May last, aud
is believed to have gone to the Gold Region, to Flori
da, or to Alabama.

Thirty dollars reward,
Will be given for the apprehension ofTHREE
NEGRO MEN & the delivery of them to Pinkney
Caldwell, at Nucklesville. in Lumpkin county. The
said NEGROES left the Loud Mine, on the 9th ins’,
and it is believed will make attempts to get into
the Nation. One of said negroes is a MULATTO,
five feet eight or ten inches high, about twenty-one
or twenty-two years ofnge. One of them is BLACK I
and slender built about the same age and hight. '
One of them is about thirty-five years of age, stout i
built, thick lips and large eyes. The first mentioned
hoy IS named PERRY, the s. ennd LEWIS and the '
third ISAAC. It is feared that some person has or !
will forge a pass forthem or attempt to pass them off
,as his negroes. TEN dollars will be given for the
I delivery of either of them.

Whereas the said section and article ofthe Con
stitution of the State of Georgia, requires alteration,
Be it therefore enacted by the Seriate and House
of Representatives ofthe State of Georgia in Gen
eral Assembly met, and it is hereby enacted by th®
authority of the same. That so soon as lhe fol
lowing amendment shall be passed agreeable to the
fifteenth section ofthe fourth article of the consti
tution, it shall be received in lieu of ninth section
ofthe third article to wit:
“Thai the superior courts of the several counties
in this fstate shall have full power, to decide on
the last resort tn all cases of divorces, in the follow
ing manner, to wit: The parties concerned shall
bring their case before a petit jury, as a common
issue at law, and as such the proceedings shall be
(hid thereon: That in the verdict is in favor of a
divorce, the said cause shall be put on the appeal
docket and be tried by a special jury, and if tho
spezial jury confirms the verdict of tne petit jury
and the next succeeding grand jury shall, by their
recommendation confirm the verdicts of the a»
foresaid juries, the said divorce between the parties
shall be final: and it shall be the duty of the Judge
of the superior court to have all the evidence and
proceeding on said divorce, down to lhe lasi de*
cision as heretofore directed, entered on the mine
iites of said court, and from this proceeding ther*
shall be no appeal--but the divorce shall be final
and complet” a vinculo matrimonii.”
- Sec. 2. And be it further enacted. That this
act having passed both branches of the legislature,
and having been advertised six months and all the
requisites of the constitution complied with, shall
thereafter be lhe law of the laud in the case of di*
vorecs.

AN act to alter the third section ol the fourth
article of the Constitution of this State, sd
fur as to authorise the people to elect lhe general
officers of the Millitia of this Slate.
Be it enacted by the Senate and House of Rep-,
rcsentatives of the State of Georgia in Gneral as
sembly met, and it is hereby enacted by the au
thority of the same, That from and immediately
after this act shall nave passed, in conformity with
the Constitution of this State, it shall and may
be lawful for all Major Generals, to be elected by
the people of the respective Divisions or Brigades,
aud all persons subject to do millitary duty shall ba
entitled to vote for the same only.
And be it further enacted by the authority n*
foresaid, That hereafter when any vacancy of a
Major Ggneral or Brigadier General, shall happen
I any Division or Brigade in this State.it shall bn
lhe duty of his Excellency tho Governor, to givii
; notice of such vacancy to the millitary officer high
est in command in each county, composing lhe di*
vision or brigade in which such vacancy has hap
pened, and it shall be the duty ofthe Colonel ot
other Military officer highest in command in each
county, to give notice by advertisement at three of
! the most public places in the county, at least
1 twenty days before the election, that an election
will be held on the fust Monday in October next
ensuing, at all the places ofholding election, in
said comity, to fill such vacancy, and it shall bo
the duty of the managers of elections, to receivo
the votes so given in for such military officers, and
to transmit immediately after the dose ot the elec
tion a correct statement of the polls to his Ecellen
icy the Governor,, and it shall be the duty of his
.Excellency the Governor, to cause the votes so
j given in for each canditate to be counted, and to
; issue a commission to the person having the high*
| est number of votes so given in.
' And be it further enacted by the authority afore*
said, That all laws and parts of laws militating a*
gainst this act, be ami the same mo hereby re
