THE ANTI-BARROOM BILL

We were very charitable last
April ami Muy, when we saw In
whiskey newapajicr* some very
erroneous stiftcnicnt* about the
antLbarroom bill. We were *o
foolish a* to believe that these
new*|>ajjer* were honestly mis
taken and would be only too glad to
get the facts.
So we printed the bill in Motive,
had it elcctrotypcd, run it every
week on the first page for the
last four months, and have mailed
the paper regularly during that
time to nearly every every news
juiper In the state of Georgia, so
that every editor has had abundant
oj.portunity to see the hill and find
out exactly what are its |*rovisiott*.
And still the misrepresentations
continue. They might have been
mistakes last spring. They can
now be nothing short of wilful,
systematic, jjrerncdltafcd, inten
tional falsehooda There is no
excuse, palliation or justification
of them,'

influence Is sold to the drunkard

No, we don't want it. We are
not going to have it. The anti
barroom hill does not provide for
any such thing. The constitution
of f/eorgia would not jmrmit any
such legislation.
The state of South ('arolinn has
a state Ixsird and a salaried state
disfrenser, the state buys thousands
of dollars worth of liquors, which
it furnishes to its county dispen
saries, and the state run* a whole
sale and retail Itquor buxine*#,

of Georgia, We could not const!
tutionally create a state board, or
other new office, nor could we ap
propriate state money to buy
liquors or stock up dispensaries,
or go into the business of traffic
or trade of any kind. All the
troubles and all the scandal* of the
dispensary in South Carolina have
arisen from these |>rovisionx, which
wc could not have if we desired,
and which we do not desire.
The South Carolina dispensary
Is run by the state for the jirofit
of the beverage ti; ffic. Here
again the Georgia plan I* totally

expressly provides that the bever
age traffic shall be prohibited, and
I hut the sales (or “other purposes"
shall be without |>rof)t except for
actual expenses.
In South Carolina the. sales of
liquor by the dispensary are prac
tically unrestricted except as to
drinking on the premises where
sold, I lore again the anti barroom
bill Is a vast improvement over the
South Carolina plan. Under the
anti-barroom bill, If it become* a
law, the authoriz.ed vender must
keep n record of all sales, This
record must be Inspected by the
ordinary or county commissioner.'

The persistent effort on the part
of the whiskey press, and demo
cratic speakers, to put false ideas
of thd anti barroom bill before the
people can only be attributed to a
desire to shield and perpetuate the

gotten and God-accursed liquor
