VOLUME 161, NO. 35 Swainsboro, Georgia • August 26, 2020 ONE DOLLAR Palmer appointed Senior Judge of the Superior Courts of Georgia Judge Kathy Palmer has been appointed a Senior Judge of the Superior Courts of Georgia by Governor Brian H. Kemp. Senior Judge Palmer's appointment became effective August 3, 2020. As a Senior Judge, Palmer may be called upon to work in any of the Superior Courts across the State. Upon request from a judicial circuit, Senior Judge Palmer will serve as the Superior Court Judge for any cases assigned to her including civil and felony criminal cases. Senior Judges are frequently need ed to handle cases where the local judges are recused due to a JUDGE PALMER conflict. Also, Senior Judges help circuits catch up with over loaded dockets, and assist where a judge is ill, on vacation, or in training. Senior Judge Palmer retired from her elected position as a Superior Court Judge of the Middle Judicial Circuit in April after having been elected to five terms of office. Palmer served as Chief Judge of the circuit from January, 2007 until her retirement. She was active with the Council of Superior Court Judges of Georgia serv ing a four year cycle as a state officer cul minating as President in 2017-2018. She served on the Board of Trustees of the Institute of Continuing Judicial Education of Georgia including serving four years as Chair. She and her hus band Danny reside in Swainsboro where Danny is Vice President of Advanced Metal Components, Inc. They have two sons and two grandsons. Defendant out on bond re-arrested by neighboring agency by HALEI LAMB According to Met- ter Police Department on Friday, August 21, a Swainsboro man al ready charged with two felonies and two mis demeanors in Emanuel County has been re-ar- rested by another agency following his release on bond early last week. Oak Park Moonshine Festival and events Oak Park Sept. 19, 9 a.m. EMC STAFF PICTURED WITH PLAQUE EMC named one of two Georgia hospitals to receive CMS 5-Star rating status Emanuel Medical Center (EMC) has recently been named one of two hospitals in Georgia with a CMS 5-star rating from CMS, Becker's as the best hos pitals for patient expe rience for each state. To receive this prestigious honor, hospitals either received five or four patient summary star ratings, EMC being a 5-Star. Using data from the 10 HCAHPS measures publicly reported on Hospital Compare, CMS created 10 star ratings. In addition to star ratings for the 10 HCAHPS measures, CMS is introducing the HCAHPS summary star rating, which is the average of the star rat ings of the 10 topic-spe cific HCAHPS mea sures. The HCAHPS summary star rating combines information about different aspects of patient experience of care to make it easier to compare hospitals. The HCAHPS survey is administered to a random sample of adult patients across medi cal conditions between 48 hours and 6 weeks after discharge; the survey isn't restricted to Medicare beneficia ries. To get HCAHPS star ratings, hospitals must have at least 100 completed HCAHPS surveys over a given four-quarter period. In addition, hospi tals must be eligible for public reporting of HCAHPS measures. Hospitals with fewer than 100 completed HCAHPS surveys don't get star ratings; howev er their HCAHPS mea sure scores are publicly reported on Hospital Compare. QAi(iat’§ 3viside...
