How Huerta Kills One Man—and ‘White Wolf’ Ten
Thousand Men
' China is making a desperate effort to be civilized and a
REPUBLIC. But you can not wake from the dragon sleep of
ages and suddenly jump from the government of a dowager em
press to that of a free people.
You see China clearly, when you read that ‘‘White Wolf,”
the brigand, has murdered ten thousand men, women and chil
dren, in his raids and robberies.
You see what the so-called ‘‘republic’’ of Huerta in Mexico
means when you read the tragic, savage story as told in the New
York American of one Huerta killing.
‘‘At about midnight, after an evening's drinking,’’ so the
story goes, Huerta is saluted at the entrance to his palace by a
sentry, who says, ‘‘We have captured and locked up a man who
wanted to murder you."’
“‘Let’s see him,”’ says Huerta. He looks at the captive and
goes to bed.
The head of the Mexican ‘‘republic’’ is a full-blooded Indian.
He can not stay in bed. The prisoner, who intended to kill hing
is too interesting for sleep.
At four o’clock in the morning, after thinking over the pris
oner s desire to kill him, and the eight.inch kmife with the
poisoned blade that the prisoner carried, Huerta goes down and
looks in the cell once more.
| ‘‘Bring him out."’
} He goes off in an automobile with the prisoner and one other
man, the driver.
] Presently he returns, jocose, without the prisoner. Just how

he was killed or where he was killed is not known, and F not told.
But the man who had a poisoned knife to murder the Indian
‘‘Republican statesman’’ will murder no more.
The story as telegraphed to The American continues:
“An hour later the black-draped figure of Mrs. ‘Huerta
emerged from Popotia's gates, a black mantilla closely wound
about her, and entered the little cathedral where each morn
ing she I’mnla and prays for guidance and salvation for
Huerta. When she departed the peon sacristan found at the
foot of the shrine -n‘oight-imh knife left as an offering.”
The Indian head of republicanism amuses himself in the dead
of night by killing a man who had intended to kill him. And his
poor wife follows him from the palace, carrying the eight-inch
knife ‘‘as an offering.’’
If anybody theorises about the ‘‘ability of ANY people to
govern themselves,”’ or if anybody says that a republic is a re
public, once its people say so, tell him this:
If we had one ‘‘White Wolf'’ in the United States murdering
ten thousand people without serious interruption, then the United
States and China would be both’'republics of the same kind.
If we had a man in the White House at Washington, or ever
had had, capable of rising in the darkmess to murder with his own
hand a man who wanted to murder him, then this republic would
be like that of Mexico, and the people in power in Mexico would
be as capable of self-government, without assistance from the out
side, as their admirers think they are.
‘‘White Wolf,”’ the huge Chinese who murders for pleasure
even those that have not harmed him, and Huerta, the Mexican
Indian, who murders for pleasure the enemies that have conspired
against him, are strange, dramatic figures of an age gone by.
But they are not yet ‘‘material for complete self-govern.
