INVITATION TO BID
Notice is hereby given that The
City of Millen will accept sealed
bids for the City of Millen Historic
Kirkland Building Restoration,
located at 455 Cotton Ave,
Millen, GA 30442, such bids to
be submitted to Millen City Hall
Attn: Mandy Underwood, no later
than 2:00 p.m., August 30, 2023.
Bids shall be evaluated based on
the price and the requirements
and criteria set forth herein. The
contract shall be awarded to the
lowest responsible and responsive
bidder whose bid meets the
requirements and criteria set
forth in this invitation for bids.
A non-mandatory Pre-Bid walk
through of the building will be
held on August 2, 2023, at 10:00
am. Documents are available for
purchase through the Office of
the Architect. Bidding documents
may be obtained at the Office of
the Architect: Studio 3 Design
Group, P.C. attn: Rachel Stahler
rstahler@s3dg.com or 706-667-
9784. Applications for documents
together with refundable deposit
of $150.00 per set should
be filed promptly with the
Architect. Bidding material will
be forwarded (shipping charges
collect) as soon as possible. The
full amount of deposit for one set
will be refunded to each prime
contractor who submits a bona
fide bid upon return of such
set-in good condition within 10
days after date of opening bids.
Documents will also be posted in
the Millen City Hall for review.
Any questions regarding the bid
documents should be emailed

addendum may be issued during
the bidding period. Bidders
should be aware that the project is
funded, in part, by a Community
Development Block Grant. All
contractors shall be in good
standing with the Department
of Community Affairs and shall
abide by all Federal Requirements
set forth for the project. The
Wage Rate Determination and a
summary of the requirements are
included in this manual. Section 3
Policy for Covered HUD Funded
Activities Section 3 policy will be
discussed as it pertains to training,
employment, contracting, and
other economic opportunities
arising in connection with the
expenditure of Federal housing
assistance and community
development assistance that is
used in conjunction with public
construction. All Recipients
and Sub-recipients of Section 3
Covered Assistance (including
but not limited to contractors, sub
contractors, developers, grantees,
and local government entities)
must follow the provisions of
this policy in order to be eligible
for DC A funds. Section 3 of the
Housing and Urban Development
Act of 1968 by the Housing
and Community Development
Act of 1992, Section 3, as
amended, requires that economic
opportunities generated by
Federal Housing and Community
Development programs shall,
to the greatest extent feasible,
be given to low- and very low-
income persons. Section 3
documents must be included with
the bid. Both a Performance and
a Payment Bond will be required
in an amount equal to 100% of
the Contract Price in a form to
be provided by the City. Proof
of General Liability Insurance
and Workman’s Compensation
Insurance will be required with
the City of Millen listed as an
additional insured. All bids
must be accompanied by a Bid
Bond or Certified Funds in
the amount of 5% of the Bid
Amount. All contractors must
comply with the provisions of
O.C.G.A. Sec. 13-10-91 and
must register and participate in
the federal work authorization
program (also known as E-Verify
(www.uscis.gov/everify)). A
contractor must submit the
required affidavit BEFORE ANY
BID IS CONSIDERED. A form
affidavit shall be provided with
the bid package. City of Millen,
in accordance with Title VI of
the Civil Rights Act of 1964 and
related statutes and regulations,
hereby notifies all bidders that
it will affirmatively ensure
that in regards to any contract
entered into pursuant to this
advertisement, minority business
enterprises will be afforded full
opportunity to submit bids in
response to this invitation and
will not be discriminated against
on the grounds of race, color, sex,
or national origin in consideration
for an award. The General
Contractor and all Sub-contractors
shall insure that employees and
employment applicants are not
discriminated against because of
race, color, creed, sex, or national
origin. Bidders shall submit a
price AND shall have to submit
information demonstrating it can
meet the following requirements
and criteria:
1. That the bidder has completed a
minimum of five similar or more
complex projects.
2. That the bidder has been in
business as a contractor in the
same form a minimum of five
years.
3. That the specific project
superintendent who works on
the job has at least five years’
experience as a project manager
or superintendent and has worked
on at least three of the projects
submitted by the bidder as similar
projects.
4. That the bidder is current on
all property tax owed to City
of Millen. No contract will be
awarded to a delinquent bidder.
Bids may not be withdrawn for a
period of 60 days after the time
has been called on the date of
bid opening. The City of Millen
reserves the right to reject all bids
and to waive any technicalities
or irregularities and to award
the bid based on the highest and
best interests of The City. This
project will exceed $100,000
and therefore this project will
be subject to the Public Works
Construction Law, OCGA Sec.
36-91-1 et seq. Note: No Bidders

during the Bidding Process. All

Meeting of the Jenkins County Board
of Commissioners, to be held on August
8 at 4:00 P.M. in the Courtroom at the
Jenkins County Courthouse.

FIREFIGHTER
The City of Sylvania is accepting applications for the
position of firefighter. Applicant would be responsible for
general duties of engaging directly in firefighting, rescue,
and fire prevention activities. Drives and operates fire
equipment, assists in maintenance and repair of fire stations
and equipment; does related work as required. Must possess
certification as a Firefighter from the Georgia Firefighter
Standards and Training Council or be able to obtain
certification within one year of employment. Must have
or be able to obtain a valid Class F State of Georgia Motor
Vehicle Operators License. Salary increases after six-month
successful probationary period and annually thereafter as
budget allows. Benefits include health insurance including

Savannah man
sentenced to 30 years

Perry Williams, III, 24, of
Savannah was sentenced to 360 months in prison after
pleading guilty to one count of child pornography.
Savannah Police officers were alerted in January 2022
when a woman discovered videos on William’s phone
showing the sexual exploitation of a child. During a
search of the residence, investigators found videos and
other evidence that Williams had used his phone to record
four videos in which he performed sexual acts on a child.
Wanted Reidsville man arrested in Statesboro
Chase Craft, 20, of Reidsville was arrested in the Garden
District apartment complex in Statesboro last Wednesday.
Members of the U.S. Marshal’s Service, Southeast
Regional Fugitive Task Force arrested the murder suspect.
Law enforcement had been looking for Craft in connection
to a shooting death in Tattnall County. The GBI has
charged Craft with felony murder, aggravated assault, and
possession of a firearm during the commission of a felony.
Bulloch County holds Tax sale Aug. 1
The last chance to redeem Bulloch County property is fast
approaching. The delinquent tax sale is scheduled for Aug.
1 at 10 a.m. The sale will be held at the Bulloch County
Annex located at 113 N. Main Street. There are currently
137 properties listed for sale.
Bond denied for Atlanta rapper
Young Thug a.k.a. Jeffery Williams has been denied bond
yet again. He is on trial as the result of a massive RICO
case involving himself and multiple other defendants.
According to prosecutors. Young Thug and his co
defendants are members of the Young Slime Life gang.
Williams is currently facing 8 criminal counts.
Prosecutors argue that Williams is a flight risk.Williams’
lawyers say their client is languishing in jail and brought
up previous health concerns.
Lowe’s employee fired after trying to stop
theft in Rincon
Lowe’s employee Donna Hansbrough, attempted to stop
one of the people shoplifting in her store by grabbing their
cart. After the employee grabbed the cart, Rincon Police
said Takyah Berry hit her in the face three times, causing
Hansbrough’s right eye to swell and blacken. The value of
the stolen merchandise is $2,101.00.
Hansbrough was fired for attempting to stop the theft.
Lowe’s stated that Hansbrough’s actions were a violation
of their policy and she was terminated as a result.
Hansbrough had worked with the company for 13 years.
Emergency crews recover one person from
Savannah River
Officials say that emergency crews were working to
recover a person from the Savannah River Wednesday
evening on River Street in Savannah. First responders
were told by witnesses that a person went into the river
and never came back up. Later, officials said the person
was able to safely exit the water.
Henry County man accused of shooting 4 people
After a 24 hour manhunt, the m an accused of shooting
and killing four people Saturday in a Henry County
subdivision has been shot and killed by law enforcement
in a shootout Sunday. The suspect, identified as 40 year
old Andre Longmore is accused of opening fire in the
Dogwood Lakes area at about 10:45 a.m. on Saturday.
“The monster is dead.” Henry County Sheriff Reginald B.
Scandrett said during a press conference on Sunday. “The
citizens of Hampton can breathe easier tonight, the suspect
is off our streets.”

The incident involving a 50-pound beaver attacking a
young girl at Lake Lanier is a concerning event. The animal
tested positive for rabies, which is a viral disease that affects
the nervous system and can be fatal if left untreated. Rabies
is commonly found in certain wildlife species like raccoons,
skunks, and foxes, but it can also occur in other animals like
beavers, although such cases are less common.
Epidemiologist and veterinarian Julie Gabel, who works
for the state department of public health, emphasized the
importance of vaccinating pets against rabies to protect
them from the disease. Additionally, she advised people to
stay away from wildlife to avoid negative interactions and
potential exposure to rabies.
During the summer, there is typically an increase in
reports of rabid animals in Georgia, as people spend more
time outdoors, increasing the chances of encountering
wildlife. In response to this, the Georgia Department of
Public Health routinely tests animals for rabies, processing
up to 2,000 animals a year, with around 200 positive cases
on average. Most cases involve carnivorous wildlife, but
occasionally, other animals like horses, cows, dogs, and
cats may also test positive.
For humans who are bitten or scratched by a potentially
rabid animal, there is a treatment available in the form of
a series of shots. The Georgia Poison Center is a valuable
resource that provides rabies risk assessments 24/7 to help
determine whether medical treatment is necessary.
Any cases of rabies should be promptly reported to local
public health departments to ensure appropriate measures
can be taken to prevent further spread of the disease.
Overall, staying vigilant and taking precautionary measures
are essential in reducing the risk of rabies transmission.
