This agreement comes as a relief to consumers, who were initially facing the prospect of shouldering the entire $10.2 billion project cost. Announced on Wednesday, the agreement between Georgia Power and the state Public Service Commission’s (PSC) Public Interest Advocacy Staff outlines the distribution of project costs. Under the terms of the deal, nearly $7.6 billion of the total cost will be passed on to customers, while the company's shareholders will absorb the remainder. This move is contingent upon the approval of the agreement by the PSC, but if it is greenlit, the average monthly bill for residential customers is expected to increase by $8.95. While this represents an additional expense for consumers, it is a far cry from the potential financial strain they would have faced under the initial cost allocation. Plant Vogtle, located south of Augusta, has been the subject of much anticipation and scrutiny as it endeavors to bring two new nuclear reactors online. The first of these reactors. Unit 3, recently commenced commercial operation after grappling with years of delays and substantial cost overruns. Unit 4, which is undergoing fuel loading, is expected to be operational later this year or early next year. Remarkably, this agreement has received support from several environmental advocacy groups that had previously opposed the project. Collaborating with Georgia Power and the PSC staff, these groups played a role in shaping the proposed agreement. As part of this collaborative effort, Georgia Power has committed to expanding its energy efficiency programs and senior discount initiatives. Bob Sherrier, a staff attorney with the Southern Environmental Law Center, stated, "We reached key settlement terms to mitigate bill hikes for Georgians with limited incomes and expand efficiency programs to help reduce energy usage and lower bills. While project delays and overruns do mean Georgians will be paying for this project for decades, Georgia Power agreed to significantly lower the construction costs they were expected to pass on to customers." PSC Chairman Jason Shaw underscored the significance of this agreement, emphasizing the extensive analysis and evidence that went into its formulation. He stated, "The culmination of construction on this historic project marks the expansion of clean energy production for another 60 to 80 years here in Georgia." It's important to note that in a previous agreement reached in 2018 between the PSC and Georgia Power, any Vogtle-related rate increase approved by the commission would only take effect a month after Unit 4 goes into commercial operation. This provision was established to provide some financial relief and ensure that consumers begin paying for the project once it starts delivering power. As this agreement moves forward for consideration and approval, it represents a significant step in balancing the financial responsibilities associated with the constmction of new nuclear reactors at Plant Vogtle, ultimately seeking to provide cleaner and more sustainable energy for Georgia's future. When looking at achievement data, the advantage shown for the new school group is significant. Reading scale scores ranged from 5 percent to 8 percent higher than previous older high schools. Initial findings also found that graduation rates and student achievement levels were significantly higher in the newer Los Angeles high schools. Teachers in new schools also reported a renewed enthusiasm with the newness and cleanliness. One teacher even compared it to Christmas time. Teachers credited specific design features that enhanced their morale and effectiveness. These included workspaces, higher ceilings, more natural light, quiet air conditioning, and comfortable lounges that support collaborative planning. Student morale improved as well. They felt it was a once-in-a-lifetime opportunity and took better care of it. As stated earlier, everyone likes new things. In the realm of education, those new things are significant because research has shown that they increase morale in teachers and students alike as well as give a significant boost to student achievement. As our school system continues to grow and improve our facilities, just know that we believe our students deserve the best.
