NOTICE OF GENERAL RUNOFF ELECTION
FOR CITY OF MILLEN TO BE HELD
DECEMBER 5, 2023
The General Runoff Election for the City of Millen
will be held at Millen City Hall, 919 College
Avenue, Millen, Georgia 30442, on December 5,
2023. All registered electors in the City of Millen
may vote in this Runoff Election. The deadline to
register to vote was October 10, 2023.
The office and candidates in the runoff are as
follows:
FOR MAYOR
A. King Rocker (Incumbent)
Giovanni R. Shumake
The term for the office is four years, beginning
January 1, 2024.
Advanced (Mail-Out-Absentee) voting begins as
soon as the ballots are printed. The first day to apply
for an absentee ballot was November 8, 2023. To
be timely received, an application for an absentee
ballot by mail must be received by the board of
registrars by November 27, 2023.
Advanced (Absentee-In-Person) Voting shall
be held at the Jenkins County Courthouse, 611
East Winthrope Avenue Millen, Georgia 30442,
beginning on November 27, 2023, at 9:00 a.m. and
ending on December 1, 2023, at 5:00 p.m.
On Election Day, December 5, 2023, all voting
will occur at Millen City Hall, 919 College Avenue,
Millen, Georgia 30442. Polls will open from 7:00
a.m. until 7:00 p.m.

for the General Runoff Election on December 5,
2023
Pursuant to O.G.C.A. §21-2-386 (a) (2)(A), this is
to notify the citizens of the City of Millen, Georgia,
that the Election Superintendent will begin
processing mail-out absentee ballots early for the
General Runoff Election on December 5, 2023.
The early processing of mail-out absentee ballots
will be conducted in the Jenkins County Probate
Court and Jenkins County Registrar’s Office at
Jenkins County Courthouse 611 East Winthrope
Avenue Millen, Georgia 30442, on the following

The city of Millen will hold a public hearing on Thursday, November 16,2023, at 5:30 pm, at
Millen City Hal!, 919 College Avenue, Millen, Georgia, The purpose of the hearing is to discuss
an amendment to the 2021 Community Development Block Grant activities and budget,

INVITATION TO BID
The City of Millen will receive sealed bids for Asbestos Abatement and Demolition of one
structure within the city limits. Mr. Jeff Brantley, City Manager, will accept bids at Millen City
Hall, 919 College Avenue, P.0. Box 929, Millen, GA 30442 until December 11,2023 at 10:00
AM local time at which time all bids received will be publicly opened and read aloud.
Beginning November 8,2023 copies of bid documents can be obtained by contacting the Project
Manager, Sydney Stouffer at 706-210-2014 or email sstoufferiSicsrarc.ga.gov. Addenda, if any,
will be issued only to those persons whose names and addresses are on record as having obtained
the bid documents.
Asbestos Abatement and Demolition work must be conducted pursuant to approved procedures
and requirements of appropriate regulating agencies, and in full compliance with the laws and
regulations of the U.S, Environmental Protection Agency and the State of Georgia Department of
Natural Resources Environmental Protection Division (DNR-EPD). Bidders shall possess valid
licensure as an Asbestos Contractor by the DNR-EPD.
After the opening of the bids, no bid can be withdrawn for a period of sixty (60) days, The City
of Millen reserves the right to waive informalities or technical defects in the bids and to reject
any and all bids in whole or part if it is deemed by the City to be in its best interest.

FIREFIGHTER
The City of Sylvania is accepting applications
for the position of firefighter. Applicant would
be responsible for general duties of engaging
directly in firefighting, rescue, and fire prevention
activities. Drives and operates fire equipment,
assists in maintenance and repair of fire stations
and equipment; does related work as required.
Must possess certification as a Firefighter from the
Georgia Firefighter Standards and Training Council
or be able to obtain certification within one year of
employment. Must have or be able to obtain a valid
Class F State of Georgia Motor Vehicle Operators
License. Salary increases after six-month successful
probationary period and annually thereafter as budget
allows. Benefits include health insurance including
an employer paid option for the employee, retirement
option, disability insurance, vacation, sick leave, and

(Project Completion Public Hearing)
The City of Millen has completed its FY 2020 Community Development Block Giant Project.
The following activities were completed: Streets, Sewer, and Flood and Drainage infrastructure
improvements were completed, benefiting 60 persons, 81.7% of which are low-to-moderate
income individuals. Rehabilitation of 1 home and Reconstruction of 1 home were completed,
benefiting 4 persons, 100% of which are low-to-moderate income individuals, Four vacant and
dilapidated homes were also demolished.
The City of Millen will hold a public hearing on Thursday, November 16,2023 at 5:00 p.m. at
Millen City Hall, 919 College Avenue, Millen, Georgia, for the purpose of discussing the
completed activities and receiving citizen comments. Any resident interested in this matter is
