Butler’s was human resources. He continues
as a member of the appropriations committee,
among other committee assignments.
Bearden was named vice chairman of the
governmental affairs committee, a committee
he did not serve on last year, and was also
appointed to the appropriations committee,
where he is serving on the public safety sub
committee, and to the rules committee. He
retained his position as secretary of the motor
vehicles committee. He was also on the judici
ary, non-civil and the regulated industries
committees.
Butler was appointed to the governmental
affairs, health and human services and human
relations and aging committees. He held those
committee appointments last year.
Bearden said Ralston showed confidence in
him by naming him to the new positions while
retaining previous posts
“I am very honored that the new Speaker of
the House has entrusted me by giving me the
assignments that he did,” Bearden said in an
email to this newspaper. He pointed out that
every bill that passes out of committee must
pass the rales committee before moving to the
floor of House.
“It is very challenging being on six commit
tees, but I am very excited at getting the
opportunity in serving in very different and
diverse committee’s for the citizens of this

David Padgett says that the new shelter, which
after a five year wait for it to be constructed,
has already saved the lives of a number of
dogs and cats. Through January 23, 2010,
when an open house was held to celebrate its
opening, only about 15 dogs, all of whom
were unadoptable due to their physical condi
tion or propensity to bite, had been put down
in 2010.
Padgett attributes the decrease in the kill rate
and a significant increase in the adoption rate
of dogs and cats to how people and animal
friendly the spacious new shelter is and the
fact that unlike at the old shelter „you don,t
have to hold your nose here.%o The current
adoption rate for dogs is 60 percent, and the
rate for cats is 40 percent. The national adop
tion rate for dogs and cats is from 18 to 20
percent.
In January, 2010, through the 22nd, 64 dogs
and 20 cats were adopted. December 2009 saw
an extraordinarily large number of adoptions:
148 dogs and 42 cats. In 2009, 1,085 dogs and
428 cats were adopted from the shelter. The
new shelter is located in Carrollton on
Automation Drive, which intersects Bohannan
Road shortly after its intersection with
Columbia Drive.

acquire American Insulated

Southwire Company today announced that it
has signed a definitive agreement to purchase
certain assets of Rhode Island based American
Insulated Wire Corporation (AIW), a subsidi
ary of Leviton Manufacturing Co. Inc.
Southwire will acquire the AIW brands and
two manufacturing facilities in Douglas,
Georgia, and Coffeyville, Kansas, both of
which produce a variety of electrical wire and
cable products for the commercial, industrial,
retail and OEM markets. The purchase is
expected to close by the end of February.
“Acquiring AIW will allow us to diversify
our product offering while continuing to
building wire business,” said Stuart Thom,

But it was not known how well the group
did in its attempt to gather the required 17,342
signatures to force a recall election of
Chappell. Recall Committee Chairman David
Baskin, Carroll EMC employee, said that “true
to our word, all petitions, along with the signa
tures, will be destroyed to prevent any retalia
tion toward the citizens who signed recall
petitions.”
In a written statement posted on the recall’s
website, Baskin said the group saw the effort
as a “monumental task” from the outset due to
the “sheer number of signatures” required by

events came into play, including that the period
“fell within three major holidays,” which was
a “distraction to many circulators. Weather
played a role in the outcome, including 17
days of rain and many days with temperatures
below freezing.”
Chappell singled out supporters of former
fire chief Gary Thomas as among the chief
backers of the recall effort. The chairman has
also pointed to D. Tim Clark, the owner of
Information Age, who lost a lucrative informa
tion technology contract with the county, as a
prime mover in the effort to oust him from
office.
Baskin maintained that “a point has been
made regarding chairman Chappell’s actions in
office...Our hope is this will represent a wake-
up call for the chairman, helping him to refrain
from the actions that brought us to this point.”
Baskin did not return a phone call from this
newspaper seeking additional comments on
the recall effort. He said on the recall website
that the written statement there would be “the
only comments the committee will make
regarding the recall campaign”.

Bearden said Ralston “brought him in” and
told him “that there will be very important leg
islation that will be going to governmental
affairs this year and thought that I would be a

Speaker, whatever he needed me to do to assist
him in this very difficult time due to the
economy that has hit our state and nation I
would do it, and I am looking forward to the
opportunity to serve the citizens that I
represent, and of this great state, in the
positions he has entrusted to me,” Bearden
said in his e-mail.
Butler did not respond by press time to an
email message asking him to comment on his
committee assignments.

his office is located in the Coverdell building.
