In an eclipse of the Moon, the Earth’s
shadow gradually obscures the Moon from
view because, as the Moon rotates around
the Earth, the Earth comes between it and
the Sun. In the Eastern Time Zone where
Carroll County is located, the Tuesday,
December 21, 2010 eclipse will begin at
1:33 AM and continue for 72 minutes. It
will begin as a dark-red “bite”, out of the
Moon. It will take about an hour for all the
Moon to be in shadow. At 3:17 AM the
shadow will be the deepest. The amount of
daily sunlight varies because the relation
ship between the Earth and the Sun con
stantly changes.
At the Winter solstice, at the North Pole
the .tilt of the Earth in relation to the Sun
has grown to 23.5 degrees away from the
Sun.
A full lunar eclipse takes place when a
full Moon passes almost center through
the Earth’s shadow.

Carroll County Schools scores
meet and exceed expectations
All students in the eleventh grade are
required to participate in the Georgia High
School Writing Test (GHSWT) in the fall
of each year. Students must pass
(meet/exceed standards) on the GHSWT
to earn a Georgia High School Diploma.
In addition to the writing test administered
every September, students must also pass
the English, math, science and social stud
ies sections of the Georgia High School
Graduation Test (GHSGT) administered
annually in March.
The GHSWT requires students to
respond in writing to one assigned persua
sive writing prompt. Students’ written
responses are evaluated in four areas:
Ideas, Organization, Style, and
Conventions. The scores in each area are
combined and then converted to a three-
digit scale score indicating Does Not
Meet, Meets, and Exceeds. This year’s
results indicate that 97% of the Carroll
County students met or exceeded expecta-

Currently, the department has eight
officers—two per shift. If anyone is out
sick or on vacation, in order to cover the
shift, overtime results.
Budgeted pay for council members
increased to $18,600.00 from $15,000.00.
This increase was approved by the
previous council to go into effect after an
election cycle. There is also a $50.00
payment per month for chairing a
committee, which each council member
does.
An ordinance regulating the
maintenance of vacant foreclosing
residential properties in the city was
passed by unanimous consent. All owners
must register vacant and/or foreclosing
properties. If the property is vacant, the
owner must designate a local individual or
property management company to be
responsible for the security and
maintenance of the property.
There will be $100.00 registration fee.
All registrations are valid for one year.
Failure to register, failure to identify a
local individual or property management
company, or failure to maintain the
property will result in $300.00 fines for
each violation.
This ordinance will go into effect
immediately, but enforcement will be
delayed for ninety days.
Council Member Hiley Miller
recommended that the council move
forward with the four-way crosswalk on
Highway 113 project. The city cost is
$28,000.00, which can be paid from 2008
SPLOST funds, while the Georgia
Department of Transportation will pay
approximately $72,000.00 of the
$100,000.00 project. Council took Miller’s
recommendation and voted to move
forward.
The Qualifying Fee to run for City
Council was set at the state recommended
amount of $72.00. Three seats (seats 3, 4,
and 5) will be up for election.
Sandra Stillwell, Director of the Senior
Center thanked the contributors to the
Christmas Festivities at the Temple Senior
Center, which were a huge success.

sent the 11th grade regular program first
time test takers.
This is a four percentage point increase
from Fall 2009 scores.
Christmas bonuses for
county employees
Because Carroll County’s revenues and
expenditures made it reasonable to do so,
Carroll County’s Board of Commissioners
authorized an unbudgeted $500 Christmas
bonus for its employees who were on its
payroll as of Nov. 19, 2010. In addition to
the $500, a $25 gift certificate was pur
chased for each employee from the Carroll
County Chamber of Commerce.
A Christmas bonus was included in the
2011 fiscal year budget.
