Who got stimulated?The federal government gained 198,100 jobs

Through July 2010, the only sector of
the economy where jobs may have been
created by federal government stimulus
spending since the recession started in
January 2008 was federal government
jobs. Bureau of Labor Statistics data
compiled by the Heritage Foundation
reveals that the number of federal
government employees rose by 10
percent. State and local government
employment decreased, respectively, by

one-tenth of one percent and nine-tenths
of one percent. Private sector employment
declined by 6.8 percent.
In 2007, 9 of the 20 richest counties in
the nation were clustered around
Washington, D.C., where federal
employment is concentrated. In 2007,
there were 284,000 federal employees
living in the Washington, D.C. area. In
2000, there had been only 268,000. The
“Washington Times” reports that the
number of people in the U.S.
Transportation Department
earning $170,000 or more
rose from one in December
2007 to 1,690 by June 2009.
According to “USA
Today,” the states with the
highest unemployment rates
have received less federal
stimulus money per resident
than states which have
below average
unemployment rates.
In June 2010, Nevada had
the nation’s highest
unemployment rate, but
ranked 46th in the amount
of stimulus money it
received per resident.
Nevada’s unemployment
rate was 14.2 percent.
Georgia, whose unem
ployment rate was 10.0
percent, ranked 47th.
Florida, whose unem
ployment rate was 11.4
percent, ranked 50th.
North Dakota, whose
unemployment rate was
only 3.6 percent, ranked
4th.
Tom Evslin, who was
appointed by Vermont’s
governor to be that state’s
“chief recovery officer, or
stimulus czar,” says that
“Nothing is ‘shovel ready’
in the U.S. We’ve created a
wall of regulatory obstacles
- environmental, historical
sites, etc. - that blocks doing
any major project on a
predictable or reasonable
schedule. Not even all the
king’s men with all the
people’s money can build

turbines, nuclear plants or anything else
significant without years or even decades
of delay. If permitting were speedy, we
wouldn’t need government money to have
a construction boom.”
For the nation as a whole, according to
the Bureau of Labor Statistics, in
November 2010 the unemployment rate
for men 16 years old and older was 10.6
percent. For women the like rate was 8.9
percent.
The occupations with the highest
unemployment rates reveal why men’s
unemployment rate is higher than
women’s. The highest rate, 19.0 percent, is
found in construction and extraction
occupations. Like next three highest
unemployment rates, this is an occupation
dominated by men.
The unemployment rate for farming,
fishing, and forestry occupations in
November 2010 was 16.9 percent; for
production occupations it was 12.0
percent; and for transportation and
material moving occupations it was 11.3
percent.
